Macorís is right.

A resident does not become a Dominican citizen automatically after a certain time as a resident. A foreign national who has lived in the Dominican Republic as a permanent resident for two years or in certain cases, six months, may apply for Dominican citizenship. The petition MAY be granted at the discretion of the President.
