CONFERENCE DGII warns of fiscal printers

Santo Domingo .- Gradually fiscal printers are becoming a reality in the retail business in the Dominican Republic. The authorities are determined to ensure that deadlines are met for the installation of these mechanisms with which it seeks to minimize tax evasion.

This year end fiscal printers installed in the fast-food chains and supermarkets to continue to hardware stores, department stores and restaurants and liquor store.

The Director General of Internal Taxes (DGII), Juan Hernandez, said yesterday that they are reporting to all companies and retail outlets that sell retail products and services en masse, so that it will lead to the installation of fiscal printers following a timetable to be exhausted within the deadline set for 2010.

The official confirmed that the DGII began to install fiscal printers in the principal fast food chains and the main hypermarkets in the country. The fiscal printers are already operating in one of the Pola establishments of the Group Ramos.They have been already installed in fast food outlets such as KFC, Taco Bell, Burger King and Emparedado.

As reported, they're working to leave in place fiscal printers operating in one of the CCN Group supermarkets and establishments Victorina Chicken, McDonald's, Pizza Hut, Dominos Pizza, among others. By 2010 the DGII will work with large hardware stores, department stores, clothing stores and shoe and restaurants.

"This timetable must be respected to the letter and those that fail to meet the required fiscal printers in place by the timetable, without exhausting all possible venues to that end throughout the schedule work process will not operate in the market. To be able to sell they must have fiscal printers," said Hernandez.

He stated at the opening of the "First International Congress of Taxation from the Dominican Republic's Tax Association."

The conference title was "The impact of technology on the proceeds of taxes" which detailed the key institution that has been directed to achieve the levels of organizational performance and voluntary compliance by taxpayers.

According to Hern?ndez, the positive results of organizational transformation achieved by the Internal Revenue Office has become a benchmark for many other institutions, especially when in use of new technologies of information and communication technologies (ICTs).

For the director of Internal Revenue, the performance of an organization in the field of ICT must be measured by the impact of their use in transforming the organization to fulfill its mission and approach to their vision.

"Actually it is based on two factors: first the high level of institutional performance which means the culture of compliance, and second to respect the rights of taxpayers has been created in the Internal Revenue Office, which has generated the confidence that has in society who are running the institution, not only in the professional quality component, made up of people selected on the basis of values such as honesty, loyalty, respect for laws and social commitment, "said Hernandez.

One of the most effective tools developed by the Internal Revenue Office has been the virtual office where taxpayers can conduct almost all their obligations.


One element that Juan Hernandez said in his presentation is referred to the projects supporting the tax control by the Crossed Information System, the Case Control System and Fiscal Printers.

Recall when I told you here that all sales would be done by electronic means in the DR??? This is phase one only! Wait and see when the entire market is on software to keep and make sales... You'll notice how slowly printed currency and coins will start to be less and less available from banks...

As you can see, the initial steps are being taken to that end. First we need all biz to move towards an electronic means of sales and fiscal reporting. Then we'll slowly but surely reduced the amount of circulating paper and metal currency in order to "soft" force the population into utilizing their debit bank cards more.

The issue with security and fraud of debit/credit/atm systems, is being addressed with a multi-layered security challenged PIN. As I detailed here in DR1 before, the system will challenge the card user to enter a new PIN of sorts from a list on the database. Even if your card # and PIN used for that transaction was stolen and used, the moment they attempted to charge anything using the already filed PIN, the terminal will emit an alarm and the card # will be useless. A new # will be assigned to the actual owner of the card fished by the crooks, where their card is useless meanwhile they get the replacement (with the new # embossed).

The embossed # on the old fraudulent/stolen card will be useless without the correct PIN. Therefore the client can still go about their biz with that card, until the new card embossed with the new # comes in the mail or is picked up at the bank.

Non physical orders with the card, like via phone or internet, will require the client to approve the charge almost instantly via a secured text message to their cell phone or home PC and also home/work phone. An automated system will ask for the voice imprinted PIN from the client on actual voice calls.

This system being worked on for the DR's exclusive use is still under work and will not see the entry into the market until after the kinks are ironed out of it.

A bond service will soon work for the DR's card net system. Where employees are randomly put under security tests, in order to weed out potential threats to the card net security.

Wait and see next year as even your corner Colmado sports a new register with an incorporated fiscal printer!!!

By the end of 2010 and late 2011 "ALL" public employees will get paid directly to their bank accounts from the gov's payroll... All will be mandated to have a bank account to that end, and all Gov offices, institutions will only accept electronic payments alone!!

Pichardo, I understand you and your cohorts are trying to entice more foreign development but how about fixing the energy problem so that any and every business doesn't need a generator and the labor laws that have everybody closing shop and heading to China and fix the security situation here by paying the cops a decent wage so that they don't have to beg, bribe or steal???

The "pie in the sky" approach only has us wondering at the best how much they are paying you to say this (it must be a lot). If they aren't paying you, well that has us worried to say the least.

The elevator at "Jose Maria Cabra y Baez Hospital" the more important public hospital in the Cibao area is broken for three months now, no way to fix it because the budget is short, the administration have been asking for help to the government with no results and now this people is talking about to built a train between Santiago and SDQ. Why do they don't take that money for health and education? No, because this is the only way the Dominican politicians have to still money who cares about the poor people.

The government does not have money for this project, can you realize that "obras publicas" broke up the Av. Circunsvalation and Av. Estrella Sadhala in santiago. yes they removed the sidewalks and the asphalt of those important Streets of the city in a remodeling project but the the subcontractors disappeared after this as they was not getting founds from the government to finish.
That happens two years ago and we are still waiting they come back.
Reason to do this = campaigns period
All Dominican politicians are the same= gatos.

This is a report on Hoy.com.do, I guess they're going to do it with private capital like it says in the article (who knows if this is true), however I'm convinced they will do it as it is a way for them to steal more money. All Dominican governments steal, but at least this one is leaving something that cannot be stolen, just like the Metro of SD which began its second line already and once feeding bus transfer lines are in place it will increase passengers dramatically (I don't belong to any parties).

Santiago.- Un tren de carga y pasajeros Santiago-Santo Domingo, con capacidad para 46 mil pasajeros al d?a, est? contemplado en un anteproyecto de la Oficina para el Reordenamiento del Transporte (OPRET), con el objetivo de mejorar en el futuro el transporte en la Rep?blica Dominicana, Afirm? el subdirector de la instituci?n, ingeniero Leonel Carrasco.

Inform? que el proyecto ferroviario, que ser?a de inversi?n privada, tendr?a cabida para unos 142 mil aproximadamente, si se toman en cuenta todas las rutas de origen y destino, como las entradas de Moca, Constanza, San Francisco de Macor?s, Villa Altagracia, y San Crist?bal, entre otras.

Carrasco, quien dict? una conferencia en el Colegio Dominicano de Ingenieros, Arquitectos y Agrimensores (CODIA), regional Norte, con motivo del 43 aniversario de su fundaci?n, dijo que el tren que se enmarca el programa de reordenamiento territorial del transporte, recorrer? 126 kil?metros con velocidades de crucero, y con una capacidad para desplazarse a 220 km/h y velocidades m?ximas hasta 250 km/h.

“Este estudio se hizo en el eje de la autopista Duarte y en todos los pueblos donde afloran veh?culos a ella y donde esta v?a lo reparte, y en base a eso el ordenamiento territorial que tenemos la capacidad de carga de la autopista Duarte, tenemos que preservarla, porque la carga van da?ando la carretera”, manifest? el funcionario a reporteros de HOY.

En ese sentido, dijo que arman el anteproyecto con las investigaciones con la l?nea numero dos en los Alcarrizos, est?n planteando una estaci?n de transferencia.

El ingeniero Carrasco afirm? que una de las terminales de transferencia ser?a construida en Los Alcarrizos y otra ir? enramada con el puerto del Haina y las dem?s estar?n en Villa Altagracia, Bonao, La Vega y Santiago.

Asimismo, dijo que el proyecto de tren se complementa con dos t?neles, puentes de acero, viaductos, estaciones y terminales en varios parques industriales.

Sostuvo que el anteproyecto del tren Santiago-Santo Domingo se hace porque la OPRET ha ordenado todos los tipos de estudios para ganar tiempo.

Manifest? que tienen programado una red maestra que la presentaron en diferentes foros, “y esa red constan de seis l?neas y nosotros tenemos la intenci?n de hacer la l?nea dos en Santo Domingo”, dijo.

El funcionario de la OPRET se?al? que se reunir?n con la comisi?n de ordenamiento territorial del Ayuntamiento de Santiago, para ponerse de acuerdo y buscar la mejor forma de que convenga a Santiago y al mismo tren.
