According to the article the fortune is worth about 4 billions. It is not the Guzman but the Guttman inheritance (Is it the same?). Hopefully this guy sees some of this money before he dies...

so according to these official news reports a guy in santiago will soon recieve US $4B? GDP of the DR is $45B according to the CIA factbook, so this is 10% of the revenue of the entire country.

why isn't this in the NYtimes and Wall Street Journal?
