New Radars for DR military?!

Israel Aerospace Industries' (IAI) ELTA Systems Ltd, a group and wholly owned subsidiary of IAI, has been awarded a contract worth $24 million to supply an air traffic control (ATC) system to a Latin American country. The system includes the EL/M-2082 Long Range 3D Air Surveillance radar and several EL/M-2106NG (New Generation) 3D Tactical Air Surveillance radars as gap fillers.

The EL/M-2082 Long Range radar detects and tracks airborne platforms up to 250 nautical miles, implementing AESA (Active Electronically Steered Array) technology. By rotating its antenna, the advanced radar has 360 degree coverage, and features a high update rate, high redundancy, graceful degradation, high reliability and high availability.
In addition to the primary radar, the system also includes a 2D Secondary Surveillance Radar (SSR) for identification friend or foe (IFF) purposes. The SSR performs interrogation, decoding, detection and tracking of targets. Along with the EL/M-2082 radar system, an ATC Command & Control Shelter, a Cooling System and Power System Generator are also provided.
The EL/M-2106 NG, that serves as a gap filler, detects flying platforms in a range of up to 45 nautical miles. This radar provides accurate range, azimuth and elevation angle measurements for each detected target, differentiating between aircraft and helicopters.
The gap filler radars send their data to the ATC Command & Control Shelter by a communication link, enabling the shelter to create a complete, reliable air situation picture.

These are the two radars contracted by the DR to the Israeli company!
Those that (quite understandably) had reservations about the "shoot down" policy debated in the DR on suspected drug airplanes, can now rest assured that several fail-safe will be in place before the first shot is taken.

Notice the discrepancy of the two radars coverage/distance. One will be able to have a 360 degree view at 250 nautical miles down range, while the other is barely on a 45 nautical capacity. This is due to the need for maximum identification of aircraft flying into Dominican territory, before any interdiction action is called for.

Those involved in the negotiations with the Israeli company reported that this tandem system is offered with an upgrade package down the line, which will couple the Radar platform with an anti-aircraft missiles launcher module. In effect covering the entire national territory from land, air and sea. This is a module that seeks to provide a robust yet light solution to air terrorism threats.

The contract's first stage calls for the combined radar solution to be installed for a sector of the country prone to aircraft violations, but other stages (read as more radar units) will be deployed later. The aim is to have radars serving the complete geographical area of the DR and as such, complete control of our air space. To avoid "inside" penetration of the powerful drug cartels, the new systems will have a satellite link which will record activity and actions from the centers to military intelligence HQs.

A system of stationary blimps with surveillance equipment is also going to be deployed along the border, which will track illegal crossers as well as military/security forces on the ground. They'll have night vision capabilities incorporated in them, as well as audio/HQ video recorders to capture the action they cover.
