I could be wrong (?) but I believe that in addition to translating to "Accountant", that in you neighbor's case it translates more literally to "Treasurer" of whatever local politcal party he/she belongs to.
i.e. when you see political billboards with a smiling face that says "Juan Perez para Contador" it's "Juan Perez for Treasurer" in English.
