The reason I asked is because when the locals were questioned there was an abundance of answers as you well know, one included mention of a political summit. It just seemed strange that if this was a fly-in there were no recognizable outsiders observed strolling the streets availing themselves to the amenities of the town. It seems they were all sequested at Altocerro.
Yet, PJT found it unusual that some municipal workers for those two days, tues and wed, were clean and well dressed, not sporting the usual soiled coveralls. One out-of-place woman in particular was dressed in high heels, dark slacks, clean "white" jacket, wide brim hat, dark glasses and she was sweeping the street gutters along with another modestly dressed woman. This gave PJT the picture there was something unusual afoot, the women were there to impress. Could the occasion for the behavior have been a response to the fly in visitors?
Whatever the reasons, it all seemed a departure from the daily routine of sleepy Constanza and PJT was curious of the cause.
