Does anyone know how money is withdrawn from a deceased American citizen DR bank account ?

There is a special procedure for this. You should contact the bank or an attorney.

When my brother in law died we couldn't access funds in the bank account, however we were able to access funds from an individula he invested with. We had a good lawyer who assisted with dealing with real estate,a car and a dozen other issues. My advise is forget the money in the bank and get a good lawyer.can
