Here is the speech given by Leonel explaining why the Dominican Republic will not achieve its U.N. Millennium Development Goals. In his opinion, population growth, the internal banking crisis in 2003, the global financial and economic crisis at the end of 2007 and the frequency and intensity of natural disasters that have increased as a consequence of global warming have limited resources available.

He states that it is...

?...not for lack of political will or lack of planning and accountability that the Dominican Republic will be prevented from achieving some of the MDGs by 2015 as planned instead this is the result of unforeseen circumstances both nationally and internationally.?

Do we REALLY believe him?
