There is no direct bus service from the airport to Santo Domingo centro. If you are traveling light you can take a motoconcho to the highway, a guagua to the city, and a taxi to Jaragua Hotel/Casino. I don't think it is worth the time or aggravation to save a few bucks on the taxi cost.
Without too much hassle you can double up with someone else going to the city. Sometimes the cab driver will set this up himself charging each person 1,000 pesos. I have gotten a cab solo for 1,000 pesos. It all depends on the time of day, weather conditions, wind direction, number of coconuts on the ground, etc.
