Can this be for real?! The police go into a caf? (it looks like Barra Payan) where people are eating, take out their guns and rob them. Video evidence of police brutality in the DR. Incredible.

I was later proven that these so called police, were actually thief dress in police clothes.

Not only proven but all arrested and two "killed" during "intercambio de disparos"...

The Police followed the trail for the military clothes to a source in the country, which got them from a ZF inside supplier. The video was used by Police to identify and locate the suspects. They hit 5 locations that same night using the same drive-by robbery tactics under the cover of Police uniforms. They also employed a handheld scanner to keep track of Police being alerted to their actions within the area.

The leader was a demoted and fired ex-police corporal, two Haitians and four Dominicans with extensive criminal sheets. The corporal knew from his ex-command position how to keep tabs on real Police within the area; he was the one holding the scanner in the video with the actual Police uniform.

The guy in black and another outside acting as a look-out of two waiting by the sidewalk were the ones shot and killed when the arrests took place.

Sadly two had been arrested before by Air Force Intelligence while playing the Police part and robbing citizens, they got sent to a prosecutor that only gave them a small sting in jail. They only had 4 months out in the streets and got back to their old jobs...

These are the 5% of repeat offenders that the justice system in the DR needs to change for, like adopting three strikes and yer out policies. The vast majority of incarcerated inmates under the new jail program doesn’t repeat and move on with their productive lives as citizens.

This is why:
1) Police and Military Uniforms should NEVER, EVER be made available to the public, and ANYONE wearing an official Uniform without right should be severely punished. If you can clearly identify who is and who is not the Police by thier Uniform AND Protocol, you are in a potentially dangerous situation.
2) You should always pay attention to your surroundings. That girl had like 2 opportunities to escape had she been paying attention. But she was just sitting non-chalantly and enjoying her food OBLIVIOUS to anything, until that dude in the black snatched her purse, and even then she didn't know what was happening until he showed her his pistola. smh.....
3) Guns should not be made available for people to use. Not by the Police, not by citizens, not by anybody. All they do is cause death and harm.
4) Police should be REQUIRED to use SIRENS and LIGHTS whenever they are doing ANY type of law enforcement procedure. This would a) alert other police in the area to respond, and b) alert people that police are in the area. If that were a procedure this would likely not have happened as it would have easily gained the very curious attention of passersby.
5) The Judicial system has to do something better. The slap on the wrist technique - not working.

Not only that Robert there are not enough customers in there. Barra Payan is busy most any hour of the day.

If I was a victim of this robbery, I would not have been able to keep my cool and would have been shot in the head. Especially the part where he comes back for the car keys, that made me so mad just watching it :( poor bastards.

i have no problems with robberies, the problem is that when there is a loaded gun involved, it doesn't take more than a strong heartbeat and the damn thing goes off killing somebody..........at that point "i'm sorry" don't cut it, juanito was with the wrong crowd, don't care it's too too late.........

.......It kind of looks like Barra Payan, but looking at the video, the cars are going in the wrong direction, if the CCTV is pointing out into the main street :)

Cars are definetly going the wrong direction and there is a refrigerated case the entire length of where the robber in black vaulted over the counter.

It also appears that this happened at another comedor and perhaps not Barra Payan. Reason - Barra Payan is located on at calle 30 de Marzo, which means that in the view from the camera the cars should be ... going Right to Left and not Left to Right. And the counters are different, the ones in the video are rounded and look to be made of some type of think board or plank, almost Stone looking. But the ones in Barra Payan (at least in the few videos I've seen) are White with a Red Border and are not rounded but are built more like a square. And then in the video you see a Fan (top left), and a refrigerator (bottom left). In these videos they are not there- YouTube - Dos minutos en Barra Payan. This could only be if Barra Payan had some renovation, but the video of the atraco looks to be at a comedor less developed than than the other videos of Barra Payan, and it would make sense for a renovation to look worse than the original state of the building.
Either way, thats unfortunate...nowadays you can't even eat a sandwich and drink your batida in peace.

The National Police reported the shooting death last night of four men, including one accused of being the leader of a gang of killers who committed assaults in public places dressed in military fatigues and the death of a Dutchman, whose house the band tried to steal from in Altagracia Cotu?. During the "intercambio de disparos" was also wounded a police colonel who headed the operation.

Of the three dead suspects they have only identified "Miguel Angel Mart?nez" (Vitifey), designated as the ringleader of a gang of thugs and thieves who perpetrate their criminal activities with military and police uniforms, carrying large caliber weapons and vests armor, including one with the nickname Cutuco.

The dead civilian is Dutch citizen Walter De Laats, 63, who lived on the La Aviacion street, house without number of that sector; where the now deceased criminals arrived pretending they wanted to buy household goods on offer, although their ultimate goal was to steal and kidnap the expat.

In the operation were captured three pistols, a revolver and a shotgun, with which the victims today attacked the Police patrol, getting hurt Colonel Ubiera Guillermo B?ez.

Police said that Vitifey was wanted by the institution, accused of leading the gunmen who raided Mr. Pablo Alberto Hernandez in the garage Montalvo, Villa Juana sector, and Mr Kendrich Beltre N??ez, Nelson Antonio de Le?n Dur?n, Micheli Dur?n Le?n, In?s Dolville Patricia, Sandy Miguel Hern?ndez Medrano, Don Guelo in the cafeteria, in the same sector, thus depriving these people of cash and several mobile phones, as stated in the complaint proceedings

He also led the robbery at the grocery store "Nunez", located on the corner of Second Street I, number 44, Ralma urbanization, industry, Villa Faro, Santo Domingo.

Confrontation
Police noted that two other members of this band were killed during an ealier operation with a gun battle with police, recorded on the street corner Respaldo Teniente Amado with Frank D?az, after storming the colmado "N??ez."

In this confrontation was injured the police major, Juan Jos? Garc?a Baret, belonging to the Headquarters, C-2 supervisor, who commanded the acting patrol.

He said that on that operation were confiscated two guns carried by the band members, a Walter 9 mm with illegible serial number and the Taurus 38 caliber revolver number LK704592.

The band lead by Vitifey was based in Los Pinos, Guachupita, in the capital. Police said in the coming hours they will provide greater details of the case.

One of the last acts of this band is related to the assault at the cafeteria, the National District, and displayed on a video circulating on the internet, with the image of the time when gang members enter the scene, dressed in the usual manner in which the police go. There, they initiate the assault, even slapping one of the men.

The dismantling of the band occurred last night, causing great commotion in the area by the number of deaths and the violent way in which they occurred.

Last night, according to the correspondent Andres Vasquez, people were shoked by the incident and complained that they are not even allowed access to the hospital where the dead were taken. The facts are investigated on a weighted basis, according to the official report.

The order to "resolve" this band posing as Police officers came from "the" top brass...

Anybody posing as a member of the Police or military in the DR will receive the same "treatment" when involved in committing a crime.

I support 1000% either way (knowing the real one anyhow) it was done!

These so called "witnesses" to the Police having "executed" the "victims" and expat, all from the local Cotui community, which they didn't also mention on their own volition that from Judicial sources the "victim" Vitifey was linked to the ex deputy of Cotui Gladis Soto via her own flesh and blood son Miguel Angel (a.k.a Junior) Afonseca Soto. A model son that was identified as the leader of another band of killers for hire which past victims included 4 executed men found in the bushes at km 29th of Autopista Duarte last Dec 2009.

They claim the "victims" were just plain civilians in their community, and that the expat was executed by Police for what reason? Like the Dominican National Police ever needed to come clean on any past executions in the first place?

Cotu?.- A woman whom we will appoint MC for her safety, a friend of Dutch Walter De Laat allegedly killed in an exchange of fire between criminals and officers of the National Police in the La Altagracia District, reported he was moving out from the house in which he lived above the floor of a band of suspected assassins and robbers; who were also killed by police Thursday night.

"He lived alone in the apartment and spent almost the whole day yesterday in my home, because he was moving and we were cleaning the new house, buying the hardware and stuff. I dropped him at 6:00 of that afternoon at his residence, and by 8:20 he called me and said: There are three men in my house with guns ... and he could not say anything else, "said the woman Z101Digital.com exclusive.

M. C. immediately went to the house of his friend and then she was told he was dead. She saw him again but as a cadaver in the emergency room in Cotu? Immaculate Conception hospital. That's where she met a young woman, who lived with the alleged offenders, and that according to what de Laat told her earlier had asked him the favor of fixing her water pump.

"He said the girl had gone to his home on Saturday to ask him, please come down and see what was going on with the water pump at home which was not working. He did check on it, but said the pump had nothing. Yet on Sunday when I went to pick him up, was with her in the yard watching the pump. He said the girl told him that she knew how to speak English."

De Laat told her, the girl on the first floor apparently wanted to find friendship. The girl was in the custody of a policeman in the health center, and depending on the version obtained by this means is being investigated in the National Police headquarters.

Walter De Laat was a 63 year old Dutch citizen, retiree, currently helping a friend at an ironworks shop, mostly to try not being idle all day at home.

When M.C. went to the emergency hospital, a police officer handed her a cell phone, on which was registered the recent call that he made saying that three gunmen had broken into her house, she had returned the call but he could not answer it.

Unfortunately, the police in the Dominican Republic is mostly a criminal organization. Personally, I would rather not give the police the prerogative to impart justice, much less impose capital punishment for which there is no provision in the Dominican legal code.

Exactly what all the ones without a foot in the DR say about the Dominican Police... All the others, like us, have to deal with the reality of criminals exploiting the weakened criminal laws in the country post DR Human rights and all that cr*p that came after Candelier was busy cleaning up the mess...
