Question About POA & Selling Property

Sr. Guzman,

If a foreigner (Non-Dominican Citizen), whom resides outside DR, establishes a POA document to sell a DR property that was duly executed with two witnesses and a notary in the DR, but the title fails to mention the specific individual who has the POA to represent the foreign owner, will the Jurisdiccion still transfer the title to the buyer's name with a "contract of sale" that is only signed by the POA? In other words, is the owner obligated to sign the 'contract of sale' if the POA is not established in the title or is only a POA document satisfactory to the Jurisdiccion to transfer the title to the buyer?
