My guess is that it's in Greece or Eastern Europe. I've seen squatters like that in Estonia(sans cone). You're lucky if you can find one that is not completely fouled.
I designed a low-cost toilet with Haiti in mind some months back, but the funnel was cast out of concrete into a five gallon bucket with a hole cut into the base. This would be better if you could get the materials. There's been many a time when a set-up like this would have been a God-send to me.
