i heard La Loteria is an expensive place i want to know what do you guys think of it ? and how will the dominicans see me when i say i live in La Loteria do they will think i'm some rich guy or something ?

Is the neighborhood called La Loteria a place where people who has money live
No. La Loteria ( if you are referring to the place in Santiago) is a nice middle class or lower middle class area. It was originally made by the government for teachers and has a large student population that attend the PUCMM and UTESA which are nearby.
No matter where you live, Dominicans will always feel you are wealthy, since you could afford to come here to live.

As Hillbilly stated this neighborhood was built by Pte. Balaguer for government workers of two different areas:
Teachers = Los multifamiliares ( 4 levels building / apartment) located in front PCMMA at AV. Salvador Estrella Sadhala.
Lottery employees = Homes for low middle class people..
Late years some privet construction companies have been building nice apartment complex for a higher middle class and other comp. have been building students ( studios) complex.
