Haitian National coming to visit Canada - needs visa. SDO or Port au Prince best shot

Hi there

I am inviting a Haitian National living in the Dominican to come to Canada for 1 month to practise her english. The Canadian Embassy is in PAP and the consulate office is in Santo Domingo.

I am wondering if anyone has experience in applying through these two offices. Wondering if she has a better chance of getting a Canadian Visitors visa through Port Au Prince....(no chance of racism getting in the way of the app?)

Just read some other posts that answered my question mostly.
