HELP ! I need to get to a friends sail boat in Tortola from DR.

American Airlines services Tortola. AA has daily service from the DR's major airports to San Juan. It is in San Juan you would make a connecting flight with AA to Tortola.

Therefore, you can reserve with American a transit from the DR to Tortola with one aircraft change.
