Dave, hate to be a party-pooper for you, but Europe has been paying the bill for years. The US has regularly not payed their bit, ever since that filmstar president and his religious conservative backing found an excuse not to fund p.e. UN programs for preventive medicine and Planned Parenthood (actually condom distribution, adviceclinics for mothers), Europe (and especially Holland) saved that. NonGovernment Organizations also stepped in. Some funds where restored during Clinton's second term, but Jesse H. and others in the reactionary right successfully countered most payments to the UN.
This international body now has an enormous deficit and can't even make needed reparations of the building in NY. The British complained about that numerous times now. Please check the facts.
The only fund that never has problems, is the payment of the billions to Israel. That country's armed forces would be bankrupt tomorrow, if the US taxpayer would stand up and protest. But then, no US politician would dare do that !!

I for one applaud the fact the US is witholding payment to the UN. It is a bloated thirdworld type buracracy, that stopped being of any use 25 years ago.

As for Israel. The US is paying aprox. the same amount to Eygpt. This is part of the Camp David peace accord. It seems that our then peanut farming resident of the White House just bought peace. I do not support the racist state of Israel. And everyday more and more Americans are waking up to that fact.
