Can you overstay without problems (just a fine) for long time? or there is a limit?

Wondering if there is a limit in an overstay. For example you overstay in the country for 6 months, then you leave and pay a fine at the airport. But what about if you are living there without any paper, time goes by and you want to move and you did a 2 years overstay? Still just a fine? or getting into trouble?
I am from Spain if that helps.
On the other hand, would be great if someone could provide like a table with times of overstay and their penalties, like:
1 month overstay: xxx pesos of penalty
6 months
1 year ....

But this assumes you never leave the country for any reason, never go back to your own country to visit family, etc. If you leave, even though you return to continue living here, then the period of stay starts all over again.

I once overstayed for a year +. Well, my i.d expired and I didnt realise that when I was flying out. Paid US$20 when I left. The guy told me to wait up for him at the gents' upstairs to hand him the money.

I don't know what happened today but the list on the counter where you pay the fine is in US dollars and they claim it has been there for more than a year. Last summer I overstayed a week or so and paid the RD$800. Today I paid US$25 for a week overstay and from 30-60 days it is $30 and $80 for 60-90 days. Didn't memorized the rest of the list.
