Need information quickly

Hello Im new to this forum but need advise...my husband is applying for an Embassy job located in Santo Domingo. He is required to send a cedula in with his application but he does not have one. We live in upstate ny. He has a permant residence card and he got an updated birth certificate when we went back to DR in Nov 2009. Does anyone know what other paperwork we would need to bring with us when we go to the DR consulate in NYC because it is a 7 hr drive and i do not want to have to make more than one trip back and forth if i can help it. Also is there a way of paying a fee to make the process go quicker..we may be even be willing to go to DR if it is quicker.
