What does a visa cost for an Haitiano who presents him/herself possessing a valid Haitian Passport at the Dominican Embassy/Consulate in Port o' Prince?

From memory I think it is about 100US$ but the last time I paid for one was around 3 years ago.

What does a visa cost for an Haitiano who presents him/herself possessing a valid Haitian Passport at the Dominican Embassy/Consulate in Port o' Prince?

It all depends on the type of visa required and the documents presented by the Haitian national at the time.

The direct answer is $200 US for a one year multiple entry visa. If you want it the same day, expect to pay an additional $50 US, which is essentially a bribe to get the workers to actually do it. There is still at $25 entry fee at the Dominican Border with the multiple entry visa. You can also get the visa at the Dominican Consulate in the Haitian town at the Dajabon border crossing. Simply pay one of the Haitians there around 500 pesos, include 100 peso round trip for your motos, to be escorted from the border to the Consulate building.

You will need to follow the regular Dominican process for a cedula... $800 to $1000 to a Dominican attorney. If you are on the North Coast I can give you the first name and location of a well respected lawyer that will get you done....I used him for a lot of document translation and a few other issues.

I know the 200 for 1 yr visa works pretty automatically but does the cedula/residency process also normally go through for Haitian nationals as it does for europeans and americans?

The Haitians I know were paying around USD400 for temporary residency, about half what non-Haitian ex-pats pay.
The process is the same, as in virtually automatic, for Haitians as it is for other ex-pats but as always in the D.R. people will try to charge you what they think you can afford.
Also, they got it done on time and without the various scams that lawyers typically try to lay on unsuspecting Euros and Yanks.

2- with residency in DR, Does it mean an Haitian Ex-pat can apply for a (U.S.A) Visa In Santo Domingo instead of Port-au Prince

I just had a PM asking about a visa for a Haitian worker.. I do not know if the Haitian consulate in Dajabon issues work permit visas, does any one else?

I think it is 200 us dollars for one year or 120 for 6 months, something like that? But, 200 for a one year visa
