Residency

I lived in the DR in the 90's and had residence back then. I married a Dominican girl and we moved to Canada in 2001. My wife is now a Canadian (dual Can. and DR.) We have a house in the DR and would perhaps like to retire there. However I would like the option of being able to work, or be able to take part in the legal processes.
Do I have to go through the whole residency process, or does being married to a Dominican or previously having residency fast track the process.

It is now, originally it was in the Visa section. The moderator moved it.

The Ministry of Interior is requiring, under a mistaken interpretation of the law, that the husband go through the entire residency process. I just published an article on the unconstitutionality of this practice in Gaceta Judicial, the local law journal.

As it is a mistaken interpretation of the law do you see it being changed soon (as within the next year or so)?
