cellular phone activation or changing from one cell to new cell phone

can anyone help with referring me to a store in Santiago that can help with either changing my Tricom phone to another one I have using the same number, or allowing me to purchase one with a new number. It can be tricom, claro or orange.
A feiend of mine went to two places, and the stores refused. Not sure why.
