Foreign trade specialist Pedro Agustin Breton Estevez has told Hoy newspaper that the DR is the leading importer of food from the United States among the DR-CAFTA signatory countries. He made the comment to refute statements from Customs director Rafael Camilo, who had denied mass imports of food products were taking place. Breton Estevez referred readers to the US Department of Agriculture website, which indicates that the DR is the leader in food imports from 2004 to December 2011, even beyond the quotas negotiated for the Dominican Republic-Central America Free Trade Agreement with the United States.

He said data shows that the agreement stipulated quotas of 7,040 metric tons in poultry for 2011, but in reality 25,973 metric tons have been imported, which is four times the pre-set quota, for a difference of 18,933 metric tons. In the case of beans, he said the quota was 11,360 metric tons, but 34,571 metric tons have been imported, a difference of 23,211 metric tons, or three times the quota.

He said that the data shows import surpluses in 10 food categories. According to Breton, in addition to a heavy burden on foreign exchange, this is a violation of the DR-CAFTA agreement.

As reported in Hoy, he said that the Department of Customs has violated rulings and decrees that regulate the food safeguards for DR-CAFTA for many years. He says the DGA has allowed endorsements of permits to "personal importers", beyond the traditional companies, and to companies that have not been in business the required time to qualify for the importer permits. He said a letter of a former director of Customs is proof of this.


I would really like to see some prosecutions under this one! Who is doing this illegal importing and putting their countrymen out of work? Importing chickens and beans? When we have a struggling poultry industry which was really hurt by the blockade by Haiti after the outbreak in bird flu? Importing Beans? When the bean sellers in San Juan cannot get any help in packing their own beans for export?

I hope that Nuria gets onto this story and leaves the one on Micky alone...

Whoever is doing this illegal importing should be prosecuted.

At this time in the DR Political Cycle,both sides make as many deragatory statements they can dream up,about "the "Other Side"!
From what I have read,seen,and heard over the last year,the "DRCAFTA" has made very large increases in DR exports to the USA.
The whole "Idea" behind these agreements,is that over the "Long Term",meaning 5,10,15 years or more,each country exports what they can produce more cheaply than the importing country,and "Visa Vesa".
The DR,has already lot a case brought by central american countries as the DR imposed tarrifs on their exports to the DR.
The DR wants all of the benefits,but doesn't want to cooperate.
The big land owners,who control huge amounts of "farmland",beef,pork,and poultry,and rice production in the DR,wants those items kept out of the DR,because they can't compete with much lower "CAFTA" countries.
As the "Protection" for various product is "supposedly" removed from imports to the DR,their producers here begin their campaigns against the imports!
They can't produce rice,corn,meat,fish,foul,or almost any agricultural products here,to compete in the World markets.

The stores all over the DR are chock full of products and foods that were virtually unknown before DR-CAFTA. And these products and foods have forced DR producers to compete on quality and prices.

The consumer wins. And since EVERYONE is a consumer, that's what Trade Agreements are all about.

that says it all , bob. firstly, there is no area of production ion which the DR has absolute advantage, so the applicable principle would be one of comparative advantage. the US has the benefit of economies of scale, available capital, R and D, and a host of other production predictors in its favor. add to that subsidies TO AGRIBUSINESS, and the DR will never compete, at least, not on a level playing field. this notion of competition raising standards is very narrow in bandwidth. i would like someone to explain to me the benefits of competing against a product that someone else can produce for 10 cents, when the best that you can hope for is to produce it for 15.

Where is the big outcry about the DR charging crazy "Registration" fees on cars. Is that not a violation of the trade agreement? There are no rules in the DR, nothing counts except who you know or bribe. When will the facebook /twitter young people put an end to this madness?
