Can a Dominican get a Visa to visit Guadalupe for 2 weeks?

Just a tourist trip and will have a return airline ticket.

And how long does it take to get a passport? She has a cedula and birth certificate, no criminal record or any legal problems.

It's french territory, so you'll have to go thru the same procedures as if you were going to travel to France or other EC country.

Guadalupe belongs to the French West Indies and therefor to Europe, you need a Schengen visa with a special endorsement to the French West Indies.

Correct, and it is easier to get a Visa for France than Guadalupe. I would look for another destination.

Saint Maarten would be easier. You can get a passport the same day here.

You can search and get them online. They have a consular office in Santo Domingo.
