Law encourages use of unconventional vehicles

The Chamber of Deputies approved in two consecutive readings the draft Law of Incentive to the importation of unconventional vehicles, a proposal of the deputy of the Dominican Liberation Party (PLD) by Santiago, Victor Suarez.


The PLD legislator explained that this law is of paramount importance in local markets due to the instability of oil prices in international markets.

"This law seeks to meet the country's commitments to international conventions on the protection of the environment, through promoting biodiversity and reducing environmental pollution, to ensure a healthy and balanced environment for all Dominicans," spokesman also emphasized the PLD in the House.


The deputy said that encouraging the use of clean energy in the country will be the first impetus for the country's vehicle fleet to avoid the emission of pollutants and to encourage less use of oil, thus reducing demand for foreign currencies.


He explained that due to the high cost of these vehicles is proposed that the importer receives as an incentive to reduce by 50 percent the customs duties for import, and the payment of the first plate as regulated now.



Hybrid-electric

The approved project defined as unconventional hybrid-electric vehicles:

For propulsion those using a combination of two systems, which consumes energy from a fuel consisting of an internal combustion engine, and the other system is composed of the electric battery and motor generators installed in the vehicle, where a car's electronic system decides which engine to use and when.

Both systems, by design, are installed in the vehicle by means of a parallel or series configuration.


Furthermore, the hydrogen vehicle: a car using diatomic hydrogen as its primary energy source for propulsion.


Also, the compressed air vehicle is a transport vehicle that operates on pressurized air, which is used to drive a turbine or motor, which functions as a propellant.

the import duty breaks are intended to be incentives for the end user, reducing the sales price of the product. however, as we are all aware, the importer class will simply expropriate the benefits, making a substantial profit by not paying the duty, and selling the vehicle at the duty laden price, defeating the purpose.

It would appear to be a law passed to encourage the use of hybrid technology....but the biggest glaring hole in the law is its failure to include nat gas vehicles.

And since the government has spent so much time and effort touting nat gas conversion of autos and power plants as well as encouraging the construction of nat gas stations, you'd think they would have thought of that.

Nat gas produces about 30% fewer emissions than gas/diesel...good for the environment, while the ticking time bomb in hybrids is the bank of lithium ion batteries that eventually must be disposed/recylced.

the import duty breaks are intended to be incentives for the end user, reducing the sales price of the product. however, as we are all aware, the importer class will simply expropriate the benefits, making a substantial profit by not paying the duty, and selling the vehicle at the duty laden price, defeating the purpose.


"Importer" here means "Individuals" not "Dealers". For the Dealers the break will be about 60 to 65% to allow for profits.

This is a draft that's yet to be enacted or send to the President's desk for signature. It's a borrador...

The other borradores include certain tax levied by motor vehicles to gas guzzlers per odometer/millage/year.

A ban on certain toxic pests (motos) and equal incentives for electric motos (of big size and 3 wheels for added safety).

Most of the stuff in borradores now, will only come after Danilo seats in the administration.

Nat Gas is a bit tricky now. The Gov was told by experts on the matter that it needed a certain minimum coverage with an exacting expansion planning of Gas stations before it could introduce legislation to the matter.

They are working fast on that, but it will take more time until enough coverage is gained for the borrador to be enacted on that front (told you about that here long ago).

The experts on the matter advised the gov to begin in earnest with the public (state funded) transportation sector, before it attempted to move it to the public sector (private and duenos del pais).

First thing first they said, the country needed capacity of storage and distribution to meet over 65% of the actual demand on the first leg after legislation was introduced. The second was that a set minimum retailer stations must be operating on set points around the country, which would then serve as the expansion nodes as demand peaked by adoption.

Both things are still not there yet!

You must understand that Nat Gas will not be the long term solution to energy for the DR, but a short to mid term stop-gap alone. It will be used as a backbone to allow people to have rate stability on the energy sector.

In 10 years Nat Gas will be the second most important fuel in the DR.....Conventional gasoline will still be the first.

Once the use of Nat Gas becomes second most important the gov will hike the petrol to force the adoption for the fist important sector. It's programmed like that!

People that will be able to afford the luxury of the petro bill, will be hard not to notice!

Nat Gas is only a short to mid term gap plug for the DR. We are not looking to change devils but stop the leak of foreign currency to the outside by having that huge amount circulate locally here.

Energy imports are the larges chunk of the bill for the DR, second to none!

Change that to in-house and see the PIB explode off the charts.

Nat Gas will continue to be a supported energy source for cooking and commercial applications over other elements. But not for the bulk of the users that's the transportation sector!

You seem lost...

The inventory/supply of Nat Gas and price stability creates the means to reduce the foreign currency leak for payments on imported gas. Once you can have a stable platform to create a long term energy policy from that short to mid term stability, then comes the actual and real solution to our energy imports: Sugar Cane/Ethanol.

But don't think flex fuel vehicles, more like electric vehicles that tap their energy from a national grid supplied from ethanol and bio fuels sourced locally.

Bio diesel will be mandatory in the DR for fleets and large transportation units.

It all takes a few solid steps to begin, and that part has been taken adopting Nat Gas in mass for commerce/energy and now transportation.

The prices of oil is too variable to create a long term energy policy that depends too much on foreign currency to be paid.

Once the Nat Gas supply/demand/distributors/retail hits the right level, VAT on the regular fossil fuels from OIL will be used exclusively to backup the Ethanol infrastructure needed to tap the local sources.

The gov learned first hand that inviting external hands into the ethanol infrastructure will only create another series of linkage to foreign currency needs and leak.

Not lost at all, I am in the DR full time. You said that the DR would not be trading one devil, oil, for another, natural gas. So converting everything over to natural gas and then to all-electric will be the path.

The concept of using totally electric vehicles that tap the natural grid for power which is generated by using ethanol is incredibly far fetched.


That's what they used to said of hybrids and flex fuel vehicles, not to mention electric ones.

But what do you know they now even make then in all sizes and models! Even SUVs!

It's more efficient to employ ethanol for power generation in large scale, than it's adoption for transportation in lieu of gasoline!

Why the DR opted for natural gas and then to change to ethanol for powerplants?




Petrobras Brazil is now generating power using ethanol at its power generation park in Juiz de Fora, located in the state of Minas Gerais.

Brazil's President, Luiz In�cio Lula da Silva, inaugurated an ethanol-run turbine on Tuesday, Jan. 19. The flex-fuel turbine, which was converted from running solely on natural gas, began operating on Dec. 31 and is currently in its optimization and testing phase.

If the ratios were not commercially sound, do you think Brazil is pulling one big one on the world?
I think not!

The US numbers all fall back to ethanol from corn, not from sugar cane (that's one thing not in your list above), as well as the fact that they mixed with gasoline not pure ethanol...

I do agree that ethanol could be made to work based upon the Brazilian model and if the DR has enough land to produce enough cane. It is a very large carbon footprint industry in itself since you are burning bagasse to produce the alcohol and also burning the sugar cane fields. (Not that I think there is anything humans can do at all about climate change).

I do agree that ethanol could be made to work based upon the Brazilian model and if the DR has enough land to produce enough cane. It is a very large carbon footprint industry in itself since you are burning bagasse to produce the alcohol and also burning the sugar cane fields. (Not that I think there is anything humans can do at all about climate change).


We need that huge pile of cash to stay here circulating in the DR, not going abroad!

Brazil hit the jackpot by investing into ethanol no matter what, their money is staying in big chunks there instead of outside or facing speculation in the global market, that disrupts the economies severely.
