Criminal background and residency, citizenship.

It is my understanding that a criminal background really means little when applying if you have not served time. Would this be accurate? Crimes committed as a juvenile are not regarded, and for a few driving offenses in adulthood there would be little issue with regards to the application for residency and citizenship?

I understand each case would be different, but would the opinion be the office of decision is relaxed on this?

Where is the line drawn?
