Is this correct ?
Canada changes travel regulations
The days of flying off to the Dominican Republic with a driver's license and a birth certificate are about to end. As of May 1, Canadian visitors will have to present a valid passport. They must also be in possession of a return airline ticket. The Dominican Republic was the fifth most-visited destination for Canadians in 2010, according to Statistics Canada. Leading it, in order, were the United States, Mexico, Cuba and the United Kingdom.

I do not think the law changed, except for the passport. The DR always requested a return ticket for non-residents.

Nothing to do with Canada, and up till now never enforced by the DR.

Just flew down on WestJet on Friday on a one way ticket ' no questions asked in Canada or the DR. Left out return date or return flight number on Custom form , no questions asked.

It's up to the airlines. They are on the hook if a person does not have a return ticket and is refused entry into the country. The airline MUST return you to your country of origin at their cost. The airline also may have to pay a fine if this happens and the costs are passed on to the person in question.
