President Medina announces his cabinet

President Danilo Medina announced the key members of his cabinet during the inaugural event at the Presidential Palace today, Thursday 16 August. The appointees are:

Some cabinet trivia...

Minister of the Armed Forces Sigrido Pared Perez was already Minister of the Armed Forces, from 2004-2008 under a Fernandez administration. From 2009-2011 he was director of the Department of Immigration.

Minister of Interior and Police, Jose Ramon Fadul was appointed on 3 March 2011.

Franklin Almeyda was Minister of Interior and Police from 16 Aug 2004-2 March 2011.

Francisco Javier Garcia was appointed 10 March 2008.

Carlos Morales has been Minister of Foreign Relations since 16 August 2004.

Bautista Rojas Gomez, the new Minister of Environment, had been minister of Public Health since 17 Aug 2005.

Francisco Dominguez Brito was senator for Santiago (2006-2010), and minister of Labor from August 2011. It is the second time he is appointed attorney general. He held the post from 16 aug 2004 to 16 Aug 2006.

Jose Ramon Peralta, a businessman from the agriculture sector, will occupy the same post that Danilo Medina had held from 16 Aug 2004 to 11 August 2006 in the Fernandez administration. Medina resigned to seek the PLD presidential nomination.

Wow...not too much change...seems to be basically the same government? Hope this is just to start out, with reshuffling to come once everything is in place.

Does anyone know who is in charge of Immigration?
Fadul is the responsible minister (interior y policia). The same guy as under Leonel. I wouldn't doubt the director of Migration won't change either

There are no changes for education, foreign ministry, police and immigration. This is due to a program that has been rolled out and still is being executed. All the heads have been vetted and others (like education) have extensive know how on collaboration agreements being deployed now, before the school year and higher studies start up dates.


Danilo asked that all be rolled out as fast as possible and provided the go ahead on all projects prior to being officially in office.

He meant it when he said let's get to work!

The changes at UASD and higher education are RADICAL and will take time to adjust to the new curriculum.

The changes rolled out for immigration and foreign policy are also RADICAL and will also be married to the plans on the fly.

Already the teams from the DEA and DHS are busy, busy, busy since they got here...

Vetting process is undergoing and "transitory" posts indicate non-vetted individuals. Nobody will get permanent status without passing the vetting program.

After watching Leonel's seminars, it really makes me think these guys aren't really all bad.. The system they have to work with is extremely complicated and I think they genuinely are trying their best. I hope Danilo continues in the same path that Leonel tried. I understand from a street level it just looks like they are another crook conning people but I think that the issues they deal with are so complex that people just don't understand.

I really do hope that Medina is sincere in his intentions and efforts. It looks like his focus will be crime and education. But it would have been nice to see a few fresh faces in his cabinet.

President Danilo Medina issued new decrees on Friday naming new government officers.

Hector Valdez Albizu, confirmed as governor of the Central Bank.

Guarocuya Feliz is named director of the Department of Taxes (DGII). He had been the Superintendent of Stocks. He replaces Juan Hernandez who throughout the 12 years of the Fernandez administrations had directed the important department.

Rafael Camilo is named Superintendent of Banks. He was the general director of Customs Department.

Fernando Fernandez is named general director Customs Department.

Alberto Perdomo is named National Treasurer.

Euclides Gutierrez, confirmed as Superintendent of Insurance.

Ruben Jimenez Bichara is named executive vice president of the Public Electricity Corporation, replacing Celso Marranzini. He is a former director of EdeSur. Julio Cesar Correa is named administrator of EdeNorte, Luis Ernesto de Leon will manage EdeEste, and Hipolito Nunez will manage EdeSur.

Carlos Amarante Baret is named the president of the board of INDOTEL. He is a former director of the Department of Immigration.

Manuel Rivas, Oficina Metropolitana de Servicios de Autobuses (OMSA)

Elena Fernandez confirmed as director of Programa de Medicamentos Esenciales (Promese).

Antonio Lopez named director general of the Special Fund for Agropecuarian Development (FEDA)

Mayra Jimenez, director of the National Council for the Promotion and Support of Micro, Small and Medium Size Business (PROMIPYMES)

Alma Fernandez is confirmed at the National Institute of Housing (INVI)

Jean Alain Rodriguez, director of the Center for Export and Investments (CEI-RD)

Carlos Pared Vidal, deputy director CEI-RD

Fernando Rosa, president of the Fondo Patrimonial de Empresas Reformadas (Fonper)

Antonio Vargas, will be the National Authorizing Officer of the European Funds for Development

Angel Estevez, administrator of the Agriculture Bank

Humberto Salazar is named to direct the Executive Commission for the Reform of the Health Sector (CERSS)

Gloria Ceballos is confirmed as director of the National Metereological Office, ONAMET.

Erasmo (Nini) Cafaro is confirmed as director of the National Theater.

Miguel Pimentel Karet is named director of the Supervisory Office of Public Works of the Presidency (OISOE)

Miguel Bejaran is named to direct the Department for Border Development (Direccion General de Desarrollo Fronterizo).

Victor Terrero is the new director of the National AIDS Council.

Alejandro Herrera is confirmed as director of the Dominican Civil Aviation Institute (IDAC). Iris Guaba is named director of the Passport Department.

Ramon Tejada Holguin director of Information, Analysis and Strategic Programming.

Pedro Luis Castellanos is director of the Department of Special Programs of the Presidency, a new department.

He also named Cesar Prieto, in charge of the Social Plan of the Presidency.

Other appointments are Letty Vasquez, president of the Presidential Commission for Barrio Support.

Pedro Fabelo is named advisor to the Executive Branch for porcine matters.

Apolinar Urena is the advisor on poultry matters.

And Carlos Seguros Foster is the new advisor to the Executive Branch on agropecuarian matters.

Felix Jimenez to preside the board of the Dominican Petroleum Refinery (Refidomsa). Jimenez is a former Minister of Tourism under a Fernandez administration.

Alberto Holguin is named director of INAPA

Olgo Fernandez director of the National Institute of Hydraulic Resources. Alejandro Montas, director de la Santo Domingo Water & Sewage Corporation (CAASD). Silvio Duran will direct the Santiago Water & Sewage Corporation (CORASAAN). Rafael Mart?nez will direct the Moca Water & Sewage Corporation (CORAAMOCA).

Jean Alain Rodriguez named director of CEI-RD

37-year old Jean Alain Rodriguez has been named director of CEI-RD. A lawyer, he is an expert in foreign investment and trade. At the time of his appointment he was manager and legal counsel at Domicem cement company. He had worked as ambassador to the Ministry of Foreign Relations and as commissioner with the Regulatory Commission for Unfair Trade Practices and Safeguard Measures under the Ministry of Industry and Commerce.
In 1997 he graduated in law from the PUCMM in Santo Domingo. He received a masters in law from the Universita degli Studi di Roma La Sapienza, in Italy (Dottore in Giurisprudenza, 1997, post graduate degree in Civil Responsibility and Consumer Law, with distinction, 1998); Scuola Superiore Di Administrazione Pubblica F. Degli Enti Locali, Rome, Italy (LL.M. in Public Administration Criminal Law, with distinction, 1998); L'Universite de Droit, Economie el de Sciences Sociales, Paris II (La Sorbonne), France (D.S.U. Commercial Law, 1999).
He studied management for lawyers at Yale University in the United States.
He has certificates in resolution of conflicts by CEPREC in the Dominican Republic and has participated in numerous courses on trade, and law.
Since 1999, he worked as legal counsel at the Russin, Vecchi & Heredia Bonetti firm, leader in the promotion of foreign investment in the Dominican Republic.
He has been a member of the collegiate board of arbiters at INDOTEL and professor of business law at PUCMM and UNIBE university.
On his CV is being secretary of the board of directors of the Italian Chamber of Commerce in the Dominican Republic. Previously he was legal advisor to the Department of Customs on matters related to the World Trade Organization.
He has also worked as assistant to the National District Prosecutor and legal advisor to the Dominican ambassador in Italy.
He is a member of the Dominican Bar Association, Inter-American Bar Association, Association Henri Capitani des amis de la Culture Juridique Francaise. He is fluent in Spanish, English, Italian and French.

Roberto Rodriguez Marchena is Danilo Medina's press officer

President Danilo Medina appointed Roberto Rodriguez Marchena the Press Director for the Presidency (presidencia.gov.do). He will also direct the Center for Governmental Information (cig.gov.do)
He had held the post from 2004-2006 but resigned when Danilo Medina quit to compete for the PLD presidential nomination.
