Would appreciate some advice on permanent residency renewal

Unfortunately I hadn't heard about the new Dominican immigration regulations enacted June 1, 2012 until a few weeks ago. I live in Europe and hadn't been following the developments.

I obtained a permanent residency permit for the first time in 2011, and now that is about to expire in a few months. Can anyone tell me about the new rules for renewing permanent residency permits? What is the earliest I would be allowed to come and have it renewed? A few people have told me 1 month prior to the expiration date. Is this correct?

And for how many years will the renewed permit be valid for?

I would be very grateful for any information or advice. Thank you!

Also be aware that renewing now is not as simple as before (form, pay, go). Now you need medical exam, guarantor letter, notarized statements, etc.
