Cedula required for regular 4 month visits?

We visit the Dominican Republic every year for around 4 months. Then it is 8 months before we return. We are Canadian citizens. We do not do business, are not employed, do not earn income or have any permanent employees. Do we need a Cedula?

Why would you need a cedula?
You are a tourist, not a resident.
The new residency requirements are still rumor, not enacted yet, and do not affect you as a tourist.
Just pay the overstay on departure.

That's what I thought but I was confused by all the information I read. I understand that I cannot drive a car after 90 days.
