so... i did mention before my cedula was supposed to expire in october: dia de nacimiento 2013 it says. for fun i checked it on the JCE page: Consultar C?dulas Extranjeros and found out it expired on the 22nd february 2013. after two calls to JCE in SD i confirmed my cedula was expired and i was supposed to pay the multa of 700 pesos (this is per month) plus 4.000 for renovation for 4 years.

since renovating after 21st of april would cost me additional 700 pesos multa i hiked a ride with miesposo, who went to SD on business.

JCE for extranjeros is on avenida luperon, just round the corner from the main JCE office on plaza de las banderas. easy to find. after you arrive they check if your cedula is expired. the thing is it used to be fine until birthday date but then law changed and it expires exactly in one/two/four years from the day of issuing (depending on what cedula you had). there are three ladies in the office checking cedulas and only one computer. you cannot complain about danilo's government spending, can you? they write on a small piece of paper for how many years you are to renew your cedula, then you go to pay.

from cashier you go to a tiny room and await your turn. you shall need your old cedula (they keep it), your residency card THAT CANNOT BE EXPIRED and the passport. they will take your picture: no jewelry, hair off the face, covered arms. then fingerprints (index finger, both hands). then virtual signature. they check your data. i strongly suggest you insist your marital status did not change: if you got married or divorced you'll need papers from oficina de estado civil. i therefore claim i am single and i stick to my guns no matter what.

they will print out your data sheet so you have a chance to correct it in case something is wrong. 5 minutes later your cedula is ready and you realize you just passed 4 hours to get to SD and will spend another 4 hours getting back to spend less than 30 minutes in JCE :) this will get you so depressed you will call a cab and hide in criss cccccccolon's house :)

hope it helps.

and yet, i did ask if you can renew cedula BEFORE fecha de expiracion and you absolutely cannot. forget about a bribe too: none of the officials is ever alone and part of the process is automatic. if computer says no then no way you can override it.

Exactly as described. Been there, done that, will be doing it again shortly. Amazing that the only place it can be done is in Santo Domingo.

Yes , they are still saving money on computers and on networking specialists as well or else this could be done at ANY JCE office anywhere in the country. It is amazing that we can get our driver's licenses in Puerto Plata.

(I hate going to Santo Domingo).

for all the b**ching that people do about dominican bureaucracy i have nothing but praise for them. well, apart taking a whole day for a SD trip. in poland getting a new ID takes good 3 hours only to apply. then you can pick it up a month later. damn. a month? this is a thousand years behind DR...

i renewed my license in october. less than 10 minutes. it took me more time to wait for my turn in ban reservas to pay the renovation fee. extremely swift.

Don't rely on what it tells you on your actual cedula, Ken. The 'true' expiration date is the one that is shown on the website link given by dv8 in her first post. Mine also reads that it expires on my birthday in December on the card but, in truth, it expires on 20/4/2013!

You better hurry, you only have until Friday.
Actually there is a grace period, probably a month.
Mine was renewed 8 days late, no penalty.

Mine is hand stamped with a day, month and year in the space that on the older cedulas shows just a year. The date is 2 years from the day I renewed it.

(Length of time is now based on the length of time that your residencia card was issued for).

yes, they will not charge for for the first month after the expiration of the cedula but you can renew it the earliest one day after expiry date - in WB's case, on the 21st of april, until 21st of may with no charge.
but they do require valid residency. i renewed my residency last year, for 4 years. co my cedula is good until 2017.

So I do not understand this, dv8 - you say you CANNOT renew the cedula BEFORE expiration, but also that you pay multa of $700 pesos per month AFTER expiration ... so I am kind of confused here. Does it mean you have to renew it EXACTLY on expiration date? Or when exactly can you go in to renew it?

Thanks, but I did check on the website using the link that dv8 provided.

I can now put this out of my mind for awhile because mine doesn't expire untll 2016.

you can renew the cedula a day after expiry date. for a month it is free of charge. say, your cedula expires on the 1st of may, you can do the renovation starting from 2nd of may until 1st of june. starting from 2nd of june you will pay the multa of 700 pesos for each month it is expired.

Thanks so much for posting this, dv8. I just checked the site and discovered that mine expired on 22 March instead of what it says on the c?dula. Fecha de nacimiento 2013 would have been this October, so I have to get myself down to the capital soon.

My cedula and permanent residency permit expired on the same day (around a month ago). I have my medical exams done and now I need to make it back to Santo Domingo in the next few weeks to complete the renewal process. Will I have to get the residency permit renewed first in order to get the cedula renewed?

yes. but cedula process is very quick so i suggest that after you pick up your residency card go directly to JCE to do your cedula. you will pay the fine of 700 pesos minimum, judging by your dates. next time renew residency BEFORE it expires (it is possible) and then you will have it ready when cedula expires.

i sat in JCE office listening to the lady in charge explaining cedulacion process to a lawyer of a gringo. she stressed several times he cannot renew his cedula without valid residency (it was expired). no arguing, no exceptions.
