so... i did mention before my cedula was supposed to expire in october: dia de nacimiento 2013 it says. for fun i checked it on the JCE page: Consultar C?dulas Extranjeros and found out it expired on the 22nd february 2013. after two calls to JCE in SD i confirmed my cedula was expired and i was supposed to pay the multa of 700 pesos (this is per month) plus 4.000 for renovation for 4 years.
since renovating after 21st of april would cost me additional 700 pesos multa i hiked a ride with miesposo, who went to SD on business.
JCE for extranjeros is on avenida luperon, just round the corner from the main JCE office on plaza de las banderas. easy to find. after you arrive they check if your cedula is expired. the thing is it used to be fine until birthday date but then law changed and it expires exactly in one/two/four years from the day of issuing (depending on what cedula you had). there are three ladies in the office checking cedulas and only one computer. you cannot complain about danilo's government spending, can you? they write on a small piece of paper for how many years you are to renew your cedula, then you go to pay.
from cashier you go to a tiny room and await your turn. you shall need your old cedula (they keep it), your residency card THAT CANNOT BE EXPIRED and the passport. they will take your picture: no jewelry, hair off the face, covered arms. then fingerprints (index finger, both hands). then virtual signature. they check your data. i strongly suggest you insist your marital status did not change: if you got married or divorced you'll need papers from oficina de estado civil. i therefore claim i am single and i stick to my guns no matter what.
they will print out your data sheet so you have a chance to correct it in case something is wrong. 5 minutes later your cedula is ready and you realize you just passed 4 hours to get to SD and will spend another 4 hours getting back to spend less than 30 minutes in JCE
this will get you so depressed you will call a cab and hide in criss cccccccolon's house

and yet, i did ask if you can renew cedula BEFORE fecha de expiracion and you absolutely cannot. forget about a bribe too: none of the officials is ever alone and part of the process is automatic. if computer says no then no way you can override it.
