So my father is leaving back to Ukraine and he is a coffee maniac, he wants to bring green coffe beans home... Any place or people selling raw not roasted coffee? Thanks

green as in to plant and grow? or he wants to process it himself?
i would go to the mountain area and just ask if you can pick some grains from the bush. pay a 100 or 200 pesos for the favour and you should be ok...

Insects. Raw coffee beans fall under agricultural. Processed beans got no bugs.

Not correct. Green beans are a prosessed product, not agricultural, like dry red beans from a colmado.

Red coffee cherries may present a problem.

I send green beans to the states and Europe all the time...

Interesting. In what quantities have you shipped the green beans. Been told anything over 5 kilos is commercial and permits are needed. Guess the shippers want to keep a monopoly on the raw beans.

I routinely ship 30lbs. in checked luggage with no problems at all.

Larger shipments by boat, either on pallets or 20'/40' containers include all necessary documents.
