i'm with you, frank. it usually does not work. and of course yet again the votes, i mean the people are given stuff gratis. however, the plan to redo barquita is supposed to be following the same way la isabela was done by balaguer (someone can correct me with the barrio name). the whole place was torn to pieces, new apartment blocks were built and the remaining area was utilized as public space: parks, baseball grounds, hospital/school, whatnot.
