It is a classical battle between those who believe in sustainable development and protection of the environment and those with the big bucks to sway officials to ignore environmental regulations and tempt locals in need of work that this project should be approved to create jobs. The two main ministries that need to give approval are Tourism and the Environmental ministry. In both there are officials who are anxious to sign off on the project and those that believe that areas that are designated for protection should be protected. La Boca, in Cabarete at the mouth of the river Yasica, is an area of wetlands, mangroves and sand dunes, which is why it has been treated as a protected area. It has also been a popular natural setting enjoyed by tourists and locals.

I will not attempt to translate this Spanish article, but I link to it for the picture of La Boca undisturbed and the picture of the plan the developers have put forward.
En la Boca de Yasica, sin duda se va repetir el desastre ecologico de 2008 con un supuesto proyecto ?ecologico? | Cabarete noticias
