Internet signal

I can't find a good internet provider. All the ones that I have tried end up slowing down. I have a VOIP phone and now can't be heard when I use it. I am not going to pay $211US a month to sign up with Delancer. Any ideas?

He said Delancer, I suppose he's on Sosua, can you have a land line (Claro) with Adsl ?
