This has been in the making for years. There is no accountability and very little gov oversight of these local admistrators. I often wondered why things as simple as picking up trash cans, that were alway overflowing at the beach, was such a problem to solve. Sadly, the money was probably being siphoned off and tourists were left with this sight and smell. These politicians should be ashamed of themselves but their "give a ****" factor is very low along with their self esteem. They need to make an example of this asshole who is stealing from everyone in LT.
when I arrived in LT back in 04 there was essentially NO trash pickup on the beach or in town
that was organized by the realestate company who shall be nameless due to their association with drug trafficing
and by then the local town administors had sold off almost all the public land to various private interests
the mayor at the time had perhaps completed 8th grade and could barely read
LT is the cash cow for all of Samana
The police were well in the pay of the Eurocolonialistas
Crack cocaine had just come to town
The Central government stepped in with a big police presence
under cover
there were regular sweeps by the tax authorities and interpol
during which half the businesses in the Paseo would be closed
there are still a lot of very nasty actors holded up there behind walls
but.. well..since lots of them came here with black money.. with dirty money.. with money that they should have paid taxes on to France, or Italy.. or wherever
and are wanted by their home nations
have expired passports
fraudlent cedulas.. perhaps?
or ones which they dare not try to renew
one wrong step and they are out of here
