Looks like the inter connection of Las Terrenas with the National Grid is almost complete and that L & F will be buying electricity from the grid.
The article confirms that L & F have a concession to distribute but not generate.
Sounds like a 'fudge' is almost complete and the residents will get cheaper 'luz' but I do wonder if the tariffs will be set to lower the small user bills at the expense of the greater users??
