1,305 Street Surveillance Cameras in Santo Domingo

[google translate]

From the May 30, 2014, Santo Domingo has become one of the most watched and best controlled of the Caribbean cities, due to a sophisticated network that links 1,305 video surveillance cameras, through which have been captured near 80 thousand events like theft, muggings, rapes and destruction of private property.

The most recent case resolved through the video camera system, the assault was perpetrated last Thursday on a bank branch in Luperon Avenue, where gunmen shot dead a private watchman and loaded with one million 800 thousand pesos.

Four hours after the robbery all participants in the assault, the motorcycle and the vehicles used had been properly identified by the Central Directorate of Criminal Investigations (Dicrim).

The monitoring system allows a dispatcher to observe from a control center, an assault on the Colonial Zone of Santo Domingo, the theft of a car in ten and a half kilometer of the S?nchez road, or the theft of a wallet to a lady on Duarte Avenue.

How does it work?

Of the 1,305 cameras available to the system, 826 are currently in operation, and although people do not see them, they are installed on utility poles, public and private buildings, commercial centers and high tunnels, bridges, stations tolls and at the entrances and exits to the city.

The system has 500 people trained to operate the video surveillance system and give directions that are place to deal with any emergency or danger.

It also has 6,500 members of the National Police ready to respond immediately to any call control center.

It also has 4,100 digital radio equipment to facilitate communication between all actors and actors of the same.

Urban surveillance system is not unique to the National Police, but the National Emergency Warning System and Security 911 which part 14 other official institutions.

The Vice Ministry of Government Monitoring and Coordination of the Presidency of the Republic, said the 911 has an intelligent video surveillance system with technology of last generation.

He said that is a system with video analytics for identifying events in real time to proactively support public safety.

"This system allows us to do analysis of events that have already occurred, with high-definition images and the possibility of identification of the people involved," said the official agency.

He added that the responsibility for monitoring and surveillance system for the National Police, but keeping the images is in charge of the Attorney General's Office.

Areas Covered

The surveillance system covering the Greater Santo Domingo, composed of the National District and Santo Domingo province comprising Santo Domingo Norte, Santo Domingo, Santo Domingo Oeste, Pedro Brand, Boca Chica, War and Los Alcarrizos.

Surveillance is greater in the vicinity of the National Palace and avenues as February 27, John F. Kennedy, San Vicente de Paul, Isabel Aguiar, Charles de Gaulle, Jacobo Majluta, Independence, Maximo Gomez Winston Churchill and Abraham Lincoln, among others.

It also covers the big malls, bank areas, schools, schools, universities, hospitals and police and military facilities.

The monitoring covers as well amusement centers, sports stadiums and other places where large numbers of people gather.

Resolved cases

In addition to the assault to the bank branch video surveillance system it has been central in other important cases like the theft of a large part of the 800 thousand euros a woman brought to the Dominican Republic from Europe.

Two colonels and other members of the National Police were captured by the camera system 911 in the position to pay highway toll of Las Am?ricas, when appropriated the money.

Using the same system, the police managed to discover some of the criminal actions of Omar and Cesar Alejandro Lopez Mendez brothers gunned down December 27, 2014 at kilometer 24 of the Duarte highway.

Several assaults and killings by native Moca brothers were captured by the cameras of video surveillance system.

Before being installed the system, the police solved other important cases through surveillance cameras.

One such case was that of the engineer Francina Morel Hungary, gunshot wound to the face on November 23, 2012, during an assault to strip your vehicle. Because of the gunshot wound he became blind.

The May 9, 2014 four days after it implemented the system was solved the case of the young Ivanna Sing, niece of the president of the Dominican Medical College, Dr. Peter Sing, killed by mistake on behalf of a lawyer, which also paid for Suleika assassinate Guzman Flores, April 28, 2014.

Although many doubt, the video surveillance system is a security tool that has significantly increased the efficiency and response time of the police in solving criminal events.

A Point

Surveillance system required high investment

Video surveillance network belonging to the National System of Care and Emergency Safety 911 712 000 cost 392 million pesos, plus a million dollars of donations from different countries to implement it.
It is a unique system of surveillance in the Dominican Republic , with high-resolution, high technology, to identify any event in real time.

The Presidency of the Republic, the Attorney General's Office, the National Police, SaludP?blica, firefighters, Red Cross, Civil Defense and other institutions are integrated into the system. The system operates in response to any situation or emergency crime in the country.

Pretty old news...

Long since they have installed other cameras that can read your tags. All of them are HD and live fed to a central location with precise monitoring 24/7.

The other thing being installed and they don't tell you is the gunshot locators. When a loud bang goes off in the vicinity of one of these, the location is narrowed and the potential source painted.

We're in the baby steps of this system so to say.

When a person is involved in a crime at a certain location and uses a vehicle to make their escape, the cameras in the intersections can read the tags and hot paint the vehicle on the monitor with their location and heading. Ultra High resolutions are taken from the next targeted cameras on the possible heading of the vehicles to further assist in the identification of the driver and passengers.

This is being used today with good results.

The area covered as of now is very limited. We simply lack the full funds to keep up the pace with the needed cameras to install.

But we're doing it!

This is coupled with the actual images of those that enter the DR via ports. Your passport contains data shared on international systems which allows us to add your photo to the system and this helps to identify people using this camera system as well.

Yes, the system uses a face recognition software and it's being used. Mostly to paint local criminals that are detected by the software filtering the cameras live feed.

We have linked the cameras from the Metro system, all gov buildings, large private institutions and others to expand the actual system. Banks have given the full support to the gov in this system by agreeing to upgrade their cameras and networks to feed the new system.
