This is nothing new, it's part of the culture, has been for years, will be for many more.

Things are not as simple as they seem: my contacts tell me that most of the "botellas" in Cabral are in fact old personnel who have worked there for 30+ years and should have retired and living on pension now. Except the government refuses to give them pension "due to lack of funds", so the doctors/nurses refuse to quit and simply stop going to work while drawing salary.

What about the ones not living in DR. They should be put in JAIL!
