In the US the perp would have been shot resisting arrest. We need to teach these Amet guys how to fight. My grandmother would whip all three. Heck, they got him in a choke hold. Dont they watch MMA?

From what I understand they are traffic police, supposedly deal with all types of traffic only I remember when they were instituted it was a big deal, they were supposedly highly educated and well paid to prevent the bribery that was prevalent within the National Police To be honest, there are so many different types of police and military walking the streets in the DR I can't say for certain who does what

Yes, they are the "traffic police".
There is also the "tourist police" (used to be known as POLITOR", now they are CESTOR)(sp?), and the "Policia National (PN) (National Police).
And then sometimes (especially during holidays), you will also see members of the military patrolling and performing other traditional police functions.
