If they have USA visa, Canada Visa or Shcengen Visa can come and buy a turist card at the airport, if they dont have one of those visas need to apply for a Dominican Visa.

there was even an article in hoy about asonahores asking to include china on the list of the countries with tourist card requirement only:

That is correct. My Chinese daughter-in-law has a multiple entry Canadian visitor's visa and she came to the DR on a tourist card with no issues.

Depending on where you are. There's a Commercial Office of the Dominican Republic in Beijing. They issue visas there. If you have access to Hong kong there's a Dominican consulate (Dominican Republic Commercial Development office) located in Connaught Road in Sheung Wan that issues visas.
