Does anyone know if line 2 is on schedule for expansion?
Yes, it is. Currently they are working on adding 4 stations into the East side up to Megacentro. Expansion possibly finished this August.

For me, the 2 most important milestones will be the airport and Boca Chica. Neither is officially slated as yet.

This year August is not the completion of line 2. It will be finished in Danilo's next term to go until Los Alcarizos and maybe, just maybe they will start on a third line.

President Medina inspects new Santo Domingo Metro line
President Danilo Medina made a visit to inspect progress on the construction of the cable car and the 2B line of the Santo Domingo Metro yesterday, Thursday, 21 April 2016. The President visited the sites of the new Metro stations and was shown the cable car towers being constructed as part of the city's rapid train system.
Deputy director of the Santo Domingo Metro, Leonel Carrasco and the director of the Commission for the Retrofitting of La Barquita, Jose Miguel Gonzalez Cuadra briefed the President on the project's progress.
The 2B Line is 5km long and has five stations: Charles de Gaulle, Sabana Perdida, La Nueva Barquita, Los Tres Brazos and Gualey.
The Presidency highlighted the impact the extension of the rapid transit system will have on the heavily populated areas of Los Palmares, Bello Amanecer, Brisa del Este, Brisa de Los Palmares, La Victoria, Villa Blanca, Salome Urena, Los Cerros del Paraiso, La Javilla, Los Restauradores, Los Mina Norte, Los Guandules, and Ensanche Espaillat in eastern Santo Domingo.
The Metro 2B line that extends from Av. Padre Castellanos in the western National District to the Carretera Mella in Santo Domingo East will also benefit the neighborhoods of Los Mina, Invi, Los Trinitarios Segundos, Los Billeteros, Katanga and others in eastern Santo Domingo.
Administrative Minister of the Presidency Jose Ramon Peralta accompanied Medina was on the tour.
Tens of thousands of residents of these areas commute to work in the western side of Santo Domingo every day.

You may have misread. Who is speaking of the completion of line 2? I was speaking of the 4-km EXTENSION to Megacentro (not the theoretical "completion" of the line).

The people running that system are saying that THIS extension will be ready before 16 Aug of this year. Of course, they may fall behind schedule but we don't know that for a fact.

Not sure reaching Boca Chica or even the airport is in the plans for the near future.

It's of the order of 20 miles (30 Kms).

Lots of money (of the order of US$100 million per KM).

At that distance, a light-rail ("commuter") surface line may make more sense.

Other things being equal, a metro subway is a lot more expensive than a light rail (almost 10-to-1)

Agree 100%, light rail makes more sense also because there is no reason to tunnel beneath or elevate above the relatively sparsely populated stretches. Also, I'm not sure about the physics of tunneling or building elevated sections near the seaside sections of Las Americas. It's a constant battle to prevent the autopista being undermined. It would be a real game changer for tourists and locals alike, and taxistas/guaguas.

As far I know, OPRET says they want to finish 6 lines first then they will add 7th line to Airport then new SDQ-STI HSR (High Speed Rail) in 2019. That's all I know

High speed light rail trains in the DR! Should they not first learn how to collect the garbage and properly dispose of sewage?
