Do you mean the actual Higuey town (which is 50KM or so from Punta Cana)? Also, not clear what affordable means to you.
In Higuey, you may want to consider K y C . It's decent, but not dirt cheap (about US$ 35 per night including a modest breakfast). I suppose they would negotiate for a month-long stay. In that case, you should ask for the right to leave before the month, just paying the normal daily rate for the actual number of nights spent there (in case you don't like it).
The nearby "Comedor Paloma" has reasonably-priced decent local food, and is opened daily until from 7am to 10pm. Street noise could be high at times, especially if your room faces the main road.
