I recently sold my car & am looking to buy a quad (250cc) just to move around Luperon. A friend told me that Sosua might be a good place to look. A advice would be appreciated.

I would suggest getting a Honda and not a cheap model. I have a Honda 450 ATV and LOVE it!! Drove it everyday from Gaspar to Sosua for a month while my car was getting fixed and it rocked that road 
Not sure if you will find one at that price, and if you do find one at that price, you may spend a lot of time fixing it. I bought one used for $1700 and it is a headache.
Don't know. Mine still looks pristine after six month. I hose it down after driving on the beach or through the mud.
