Honduras President Orlando Hernandez visits
President Danilo Medina will be hosting a state visit of the President of Honduras, Orlando Hernandez, on Monday, 11 July 2016. Hernandez has expressed interest in learning more about the social programs implemented by the Medina government. On his agenda is to visit the La Nueva Barquita and La Ciudad Juan Bosch government housing programs, and to learn more of the so-called Sunday Surprise Visits and the Banca Solidaria program.

Central Bank gets US$561.3 million from sovereign bond placement
According to a press release, the Central Bank received US$561.3 million as the result of the placement of the sovereign bonds on 29 June 2016. The injection of funds bolsters the national reserves. The Central Bank reports that the placement was US$61.3 million more the nominal placement of US$500 million. Dominican international net reserves are now at US$5,759.2 million and gross reserves are at US$5.783.3 million as of 7 July 2016.

Inflation 0.17% in first half year
The Central Bank reported that the Consumer Price Index for June was 0.60%, bringing accumulated inflation for the first half of the year to 0.17%. The annualized inflation from June 2015 to June 2016 would be at 1.91%, well below the programmed 4% inflation set by the Central Bank.

Nurses associations agree to a pact with government
Eight nurses associations accepted proposals for wage increases and pension plans for public hospital staff offered by the government, breaking the bloc of negotiations lead by Dr. Waldo Ariel Suero, president of the Dominican Medical Association (CMD). Suero protested that the negotiations for the agreement with the nurses took place without the consent of Panasalud, the health sector group that represents the public health sector staff. Furthermore, Dr. Suero does not accept working more hours as required by the government negotiators. While hired for eight-hour shifts, the government complains that public hospital physicians are on the job for less than four hours, and Dr. Suero is defending the present work schedules.
Roberto Rodriguez Marchena, spokesman for the government, has tweeted the physicians need to work six hours and not the 1:43 minutes average as at present.
Antonia Rodriguez, president of the Dominican Association of Graduate Nurses (ADEG), says that nothing has been signed, but that they have accepted the government proposals, in a position contrary to that maintained by Suero.
In addition to the ADEG, a number of health care groups have accepted the government proposals, including Unase-CASC, Unased-CNTD, Codobio, Aspsalud, Atrasalud, Conate-Casc and Asodepij.
Father Jesus Castro Marte, mediator of the talks between the medical association and the government is optimistic an agreement will be reached.
Dr Julio Castanos Guzman said the talks are an opportunity to implement needed changes to the Dominican public health system and called for the sides to continue negotiations.

Claro says it will compensate for mobile blackout
Claro, the largest telecom company in the Dominican Republic, announced that its customers will be compensated for the blackout of mobile service for several hours on Friday, 8 July 2016. Claro had acknowledged the collapse of the service prior to it being restored.

Gambling invades metro stations
Sociologist Cesar Cuello criticized the proliferation of betting shops in the Santo Domingo Metro. Opret has authorized the installation of betting stations in the first and second lines of the metro. Cuello called the installation of La Sonadora and Joselito betting shops as part of the ‘slumizing’ of Greater Santo Domingo. Cuello protested that the betting shops are ubiquitous, as reported in Diario Libre. “They are setting up the shops where they know people will be passing by,” he observed. He observed that often these shops are owned by people in positions of influence with ties to the authorities.
Sociologist Antinoe Fiallo said that the betting shops affect the circulation inside the stations.
Diario Libre reports betting shops are located at the station near the Sanchez Bridge (Eduardo Brito), and La Sonadora has shops installed at the metro stations at Lincoln and Kennedy avenues (Pedro Mir), and the Olympic Center.
In the Dominican Republic, according to the Ministry of Hacienda, as of 7 July 2013, there were 30,750 betting shops throughout the country.

Trafficking in US dollars investigated
The US government and Dominican intelligence agents are investigating a network that is suspected to be sending millions of dollars to the US, using men and women as mules. As reported in El Nacional, the investigations are centered on the main airports of the Dominican Republic.
The observations were made on Monday, after two Dominican women, who are nationalized US citizens, were arrested in Miami as they attempted to smuggle US$2,467,000 into the US in their luggage. The suspects, Alfaro and Gonzalez, traveled to Miami from Puerto Plata. When questioned in Miami, the women were unable to explain the source of the money that is suspect to be the product of drug sales.
As reported, the network may have bribed government and airline employees so that the money could by-pass airport controls. The investigations are now underway at Santo Domingo, Puerto Plata, Santiago and Punta Cana international airports. It is believed among the tricks used is labeling the luggage as belonging to foreign embassies and companies authorized to export money. Investigators say that foreigner tourists are also being used as mules.
El Nacional reported this is the fifth case of Dominicans arrested in Miami, New York and Boston for smuggling millions of dollars out of the DR.
Investigators say the money is also being illegally shipped to Panama, Colombia and several countries in Europe.
According to law enforcement agencies, the mules are promised payments of between US$15,000 and US$18,000, for smuggling the funds out of the Dominican Republic.

Grisly crash kills 18
Diego Pesqueira, spokeman for the Metropolitan Transport Authority, reported that 18 people died and another 12 were injured in a horrific head-on collision of a Mack freight truck and a Daihatsu truck at the Cruce de La Majagua the Sanchez-Nagua road around 10:30pm on Saturday, 9 July 2016. Among the dead are a 13-year old boy and a woman who was eight months pregnant. As reported, one of the trucks was transporting 30 people in the bed, including children.

Man runs over Police agent
Robert Javier Terrero was arrested on Sunday, accused of having run over Policewoman Lesnyn Alcantara Liranzo. Terrero had been stopped on Av. Republica de Colombia in the National District and was being ticketed for not using his seatbelt when he was asked for his documents.
Alcantara was standing in front of the vehicle as her partner, Veronica Ramirez Matos, was writing up the citation. All of the sudden, Terrero, who was driving a Honda CRV with a license plate number G091943, accelerated, striking over the Officer Alcantara.
She suffered broken right leg and contusions to her left shoulder.
The Police said a background check showed that Terrero was wanted for car robbery that occurred in 2010.

Heat wave to continue
The Weather Agency (Onamet) forecasts the heat wave affecting the Dominican Republic to continue. Onamet says that a tropical wave will bring scattered showers, but very hot weather will prevail. Onamet also reported the effect of the Sahara Dust that is making its way to the DR from Africa.

DR wins Women’s Volleyball Pan American Cup
Playing to a full house at the Ricardo (Gioriver) Arias Volleyball Pavilion at the Juan Pablo Duarte Olympic Center, the Dominican Republic’s women team (Las Reinas del Caribe) defeated a tough Puerto Rican Rio Olympics team on Sunday, 10 July 2016 in the final game of the 15th Women’s Volleyball Pan American Cup. The DR defeated Puerto Rico 3-2 (23-25, 25-19, 20-25, 25-21, 15-6). The DR earlier had defeated Cuba 25-11, 25-22 and 25-21. For the DR women’s team it was their fourth gold in the history of the Women’s Volleyball Pan American Cup (2008, 2010, 2014, 2015). For Puerto Rico it was their first silver ever to go with two bronzes (2009 and 2014).
A replacement United States team won the silver medal, defeating Cuba 3-1 in the earlier game. Cuba was the bronze medal winner. The lead US team was in Bangkok playing a Grand Prix tournament against Brazil that did not send a team to the Pan Am Cup this year.
Norceca news reported: “It is a thrilling victory for us in front of our fans,” said De La Cruz of the Dominican Republic. “We needed a great deal of concentration and big hearts in the fifth set when our serves, blocking and counterattacks were decisive.”
“It was what you expect from a final match between two big teams,” said Marcos Kwiek, the coach of Dominican Republic. “Probably not a clean technical game, but a real battle and Brenda (Castillo) proved to be a key for us in a decisive defensive role.”
For Puerto Rico, Yarimar Rosa, captain of Puerto Rico told Norceca: “It is our first silver medal and we are happy with it. I think we had a better match-up against the Dominicans than other times. We couldn’t win the fifth set and it is something we have to learn of.”
Dominican team members Brayelin Martinez, Brenda Castillo and Annerys Valdez were elected the most valuable player, the best libero and defense, and the best blocker of the tournament, respectively.
