Get your company in order
The Tax Agency (DGII) is giving companies six months to complete the procedures to move to new company structures approved by the government. The changes were ordered in Law 479-08 but the government has been lax in enforcing compliance.

Now, the DGII under new director Magin Diaz says that once the six-month period is over, the government will deactivate the RNC, or the company business ID, preventing them from continuing to do business legally unless they have implemented the changes.

According to DGII statistics, as of 2015, some 36,000 Dominican companies had to make the changes, but only 17,000 have done so, meaning around 20,000 still have to implement the new procedure.

Powdered milk taken off shelves
The National Consumer Rights Protection Institute (Pro Consumidor) has ordered the confiscation of all imported milk powder that is sold loose in many commercial establishments, on the grounds that it is unfit for human consumption.

Pro Consumidor director Anina Castillo said that as soon as they were notified about the sale of this type of milk powder, which is described as being of dubious quality and without any health registration, they investigated the situation, which led to the order for its confiscation.

She said that any supplier who continues to sell it and other imported milk products without the appropriate health registration, would face sanctions.
She added that the confiscated products would be incinerated and their distributors would be fined for their disregard for public health.

The original complaint about the milk powder came from the Dominican Cattle Associations and Federations.

Heavy trucks to be banned from Malecon
According to National District mayor, David Collado, heavy vehicles will no longer be allowed on the Malecon in Santo Domingo within four months. The city government under the new mayor said that the renovation works on the seafront boulevard began on Monday, 26 September 2016 with a RD$100 million budget in the first phase.

Collado stated that he had sought consensus before making the decision and had spoken with representatives from several sectors, including the transport federations.

Malespin, the same company contracted by the previous administration, is carrying out the remodeling work.

Birth rate down
According to Central Electoral Board (JCE) statistics, the Civil Registry offices registered 1,063,984 people between 2010 and September 2016.

Of this total, 45,127 were foreigners, equivalent to 4.24%. A total of 751,723 births were registered by the National Statistics? Office (ONE) between 2010 and 2014, with the peak year being 2011 with 158,955 births, and a decrease to 138,224 in 2014.

According to ONE, the birth statistics were 21.2 per 1,000 inhabitants back in 2010, and this figure has been dropping with 20.95 in 2011 and 20.7 in 2012. For 2013 it was 20.38, 20.07 in 2014, 19.78 in 2015 and 19.49 in 2016.

The figure is projected to decline to 18.35 for every 1,000 inhabitants by 2020 and that the downward trend will continue throughout the decade.

The JCE states that 2014 saw a peak in foreigner registration numbers, with 8,261, as a result of the migratory reform. In 2015 it was 7,564.

What is happening to the 4% for education?
According to a new report, ?The Quality of Education Expenditure in Dominican Republic: An Exploratory Analysis since the 4%,? presented last week by Business Action for Education (Educa), in 2013 the Ministry of Education spent RD$4,338,669 on the purchase of 100 mobile telephones for district directors, equivalent to around RD$43,387 per phone. Educa said that there is no evidence that high-quality cell phones lead to improved education results and is asking why the cost of each phone exceeded the actual market price.

The report also queries other expenses by the Ministry since the budget for Education was increased to 4% of GDP, some of which it describes as inefficient and useless. Other expenses include RD$55 million on overseas travel during 2014 by around 40 senior staff, which works out at RD$1.7 million per person.

In addition, in 2014, the Ministry spent more than RD$14 million on counseling, an increase of over RD$13 million over the previous year.

However the main part of that expense was the hiring of a legal consultant but there is no evidence that the additional expenditure was used effectively.

Protest for completion of Barahona-Pedernales road
Transport associations in the municipalities of La Ci?naga, Para?so, Enriquillo, Oviedo and Pedernales in the southwest have announced they will block the flow of traffic on the Barahona-Pedernales road from 6am on Tuesday, 27 September 2016 to demand the government complete the repairs to the road.

They say they will carry out a peaceful protest by parking their vehicles in the middle of the road to block traffic.

They complained that the poor condition of the road is causing serious damage to their vehicles. The Ministry of Public Works was repairing the road but works were stopped more than eight months ago, as reported in El Nuevo Diario.

Three arrested for airport theft
Specialized Corps of Airport and Civil Aviation Security (CESAC) officers have arrested three employees of a service provider at Las Americas International airport, after they were found stealing from passengers? luggage.

Santiago Feliz Ramirez, Enry Mora Manon and Jose Osvaldo Cabrera Brioso, all employed by a company called Menzies, are under arrest.

According to CRSAC they secured an arrest warrant after watching videos and other evidence provided by the airport authorities and LongPort and JetBlue, where the accused could be seen taking belongings from passenger luggage in terminal B.

The three men were arrested and handed over to the Criminal Investigations Department (DICRIM) in Boca Chica.

Several complaints about articles missing from passengers? luggage have been received over the past few months.

Taiwanese woman murdered
According to a National Police announcement issued on Sunday 25 September 2016, a 76-year old Taiwanese woman was murdered in the bedroom of her home in the Mata Hambre neighborhood in the National District over the weekend.

The woman was identified as Koume Mei Shieh de Huang, who died due to blunt force trauma and suffocation, according to the medical examiner.

The authorities are looking for 35-year old Hector Jose Carrion Pichardo (a.k.a. Nono and/or Bastardito), who allegedly entered her bedroom in the early hours of the morning to commit robbery, but when she woke up he hit her before smothering her with a pillow.

Carrion Pichardo has three previous arrests for robbery.

Still no sign of Percival
A week has gone past since the National Police called on former Police lieutenant John Percival Matos, suspected of involvement in the armed robbery of a security vehicle and murder of one of the guards, to hand himself in to respond to the charges against him.
National Human Rights Commission (CNDH) president Manuel Maria Mercedes also urged Percival to hand himself in, saying that it was his best option, as opposed to living on the run.

National Police spokesman General Nelson Rosario has guaranteed that Percival would not be harmed if he gives himself up.

Percival is also accused of robbing a messenger in La Sirena Multicenter in Villa Mella in August, in an armed robbery that left four injured and the thieves escaping with RD$1.4 million.

In the second robbery, in Santo Domingo?s Bella Vista Mall, 45-year old Bienvenido Garcia lost his life and the second guard was injured

According to witnesses, a passerby fired a gun at the two fleeing robbers. One is said to be Percival, and one is thought to be injured.

Spaniard murdered over olive oil
According to the Spanish newspaper ABC, the murder of Spaniard Jose Ignacio Bilbao Mezo on 19 August 2016 was linked to the olive oil business.

The 59-year old was shot dead by two hit men in the Santo Domingo neighborhood of Bella Vista while he was in his vehicle, allegedly because he had sued a competitor in the olive oil import and distribution business.

According to the newspaper, Bilbao Mezo had been living in the country for over 20 years, selling olive oil and other Spanish products. A few days before the murder, the authorities interviewed a man called Julio Mateos, known as ?the most wanted man from Seville in recent times.? He was subject to an international arrest warrant for defrauding 600 families of 3.9 million euros.

The newspaper said that Julio Mateos sold oil, including a variety used to light lamps but passed it off as cooking oil and was selling it at half the price of the genuine product.

Bilbao Mezo?s customers notified him of this and he took a bottle for analysis and discovered it was being sold by Julio Mateos. He then sent the results of the test carried out by the Customs Agency to his customers to show them that they were being cheated.

This is what supposedly led to his murder and to Julio Mateos? arrest.

Most TV viewers in lower middle class
The Internet, social media and instant messaging represent strong competition, but research by Nielsen IBOPE confirms that Dominicans are still big TV watchers.

The study reveals that over the first six months of 2016, 99% of people in the two main cities of Santo Domingo and Santiago watched TV at some point.

The research found that 51% of the population watches TV every day. A total of 1,901,124 people were registered as watching TV daily in the two cities.

Nevertheless, the research confirmed that the poorer the viewer, the more local TV they will be watching. 61% of TV viewers are in segment D, or lower middle class, followed by C with 20%, E with 13% and AB with 6%.

64% of the TV watchers are over the age of 25. Among young people between the ages of 18-24, only 10% is watching TV, compared to 15% for children 4-11, 30% for young adults 25-44 and 34% for adults over the age of 45.

Women are more likely to watch TV, with 57% compared to 43% of men.
67% of TV watchers are watching VHF TV -- channels from 2-13-- or free TV. 33% is subscribed to pay TV or cable TV.

In 2015, soap operas lead in audience ratings. Of every 100 TV viewers, 12 are watching a soap opera, 10.5% is watching a mini series, and 10.2% are children watching children?s programs, while news and movies account for another 5%.

The El Soberano Awards Ceremony continues to enjoy the highest ratings in the Dominican Republic, with 62.6% of the audience.

Channel 5 (Telemicro) has the largest audience, followed by Channel 11 (Telesistema).

Rains expected, new tropical wave making its way
A weather front and a tropical wave across Puerto Rico will bring rain, thunder and wind across the Dominican Republic during Tuesday 27 and Wednesday 28 September 2016.

The heaviest rain will affect the provinces of La Altagracia (Higuey), La Romana, El Seibo, Hato Mayor, San Pedro de Macoris, Dajabon, Santiago Rodriguez, Elias Pina, San Juan de la Maguana, Santiago, La Vega, Monsenor Nouel (Bonao), San Jose de Ocoa, Azua, Independencia and Monte Plata, and will move to other areas as the front crosses the country.

From Tuesday 27 September, 2016 the effects of the tropical wave will be felt with strong winds and electric storms, especially in the north east, south east, central mountain area and border region.

In addition the National Weather Office, Onamet is keeping an eye on an active low-pressure tropical wave still over the Atlantic Ocean with a 50% chance of becoming a tropical storm within 48 hours and a 90% chance within three days. This would bring heavy rains starting Friday.

DR does well in World Amateur Golf
The Dominican golf delegation to the 2016 World Amateur Team Golf Championships held at Mayakoba Camaleon Golf Club in Riviera Maya, Mexico achieved top ranking among competitors from the Central American and Caribbean region. The Eisenhower Trophy tournament was played from 18-24 September 2016. A total of 210 competitors represented 71 countries in the tournament. The DR placed 41st of 71 countries.

The members of the Dominican senior golf team were Juan Jose Guerra, Rhadames Pena and Enrique Jose Valverde.

The Eisenhower Trophy was won by the Australian team.

Young tennis players compete in Santo Domingo
Teams from all around the world are in the country to compete in the VIII International Mangu Cup in the U14 and U18 categories. The tournament is being played at the Parque del Este courts in Santo Domingo East. Some 100 tennis players have come for the event. The championship matches start at 8:30am on Tuesday, 27 September 2016.

This is an ITF Grade 5 tournament organized by the Dominican Tennis Federation (Fedotenis) with sponsorship from the International Tennis Federation (ITF) and the Central American and Caribbean Tennis Confederation (COTECC).

Teams from Ukraine, Greece, Macao, India, Australia, Sweden, Japan, China, Brazil, Russia, Haiti, the Philippines, Germany, the United States, Israel, the United Kingdom and Sri Lanka are playing in the tournament.

Admission to the games is free.

Paso Fino horses exhibition
The III Grand Competition of Paso Fino Horses 2016 will take place at the Centro Ecuestre La Barranquita in Santiago on Saturday, 1 October 2016 with dozens of competitors from all around the country, according to Arnulfo Gutierrez of the National Equestrian Association. This is an opportunity to see some of the best horses in the country in one place.

There will also be competitions for amateur riders in a range of age groups as a way of promoting horseback riding in the country. This year a category for five-year old riders has been included.
