Hurricane Matthew to hit Haiti, DR prepares
Tracking as a Category 4 storm, Hurricane Matthew is forecast to affect Haiti most as it passes west of the Dominican Republic through the channel of Caribbean waters between Haiti, Jamaica and Cuba.

The slow-moving storm is likely to have devastating effects on Haiti, where hundreds of thousands of people are still living in the tent cities and makeshift homes that were built after the destruction of the 2010 earthquake.

In the Dominican Republic, the Ministry of Education cancelled classes in public and private schools and the state university UASD on Monday and Tuesday, to assist in Dominicans preparing for what are expected to be water-drenching days with possible floods in some areas. The storm is expected to pass at around 335 km from Pedernales. Storm weather is expected in that area as of Monday afternoon.

In the Dominican Republic, the Emergency Operations Center (COE) announced red, yellow and green alerts for the whole country on Sunday, 2 October 2016. Flooding and strong waves are the most pressing concerns for the next 48 hours.

The red alert is in place for the south and northwestern provinces of Azua, San Jos? de Ocoa, San Juan de la Maguana, Pedernales, Barahona, Independencia, Dajab?n, Monte Cristi, Bahoruco, El?as Pi?a, San Crist?bal, Peravia (Ban?), Santiago Rodr?guez, Puerto Plata and Valverde (Mao).

The yellow alert was announced for the central provinces of Monte Plata, Espaillat (Moca), Duarte (San Francisco de Macor?s), Mar?a Trinidad S?nchez (Nagua), Santiago de los Caballeros, S?nchez Ram?rez (Cotu?), Monse?or Nouel (Bonao), La Vega and Greater Santo Domingo.

The northeastern and eastern provinces of Hermanas Mirabal (Salcedo), Saman?, El Seibo, Hato Mayor, La Romana, San Pedro de Macor?s and La Altagracia (Higuey), including the Punta Cana-B?varo resort area, are subject to a green alert.

West side of Malec?n closed due to crashing waves
Despite being located a full 500 km south of the island on Friday afternoon, 30 September 2016, Hurricane Matthew sent crashing waves along Santo Domingo’s Malecon seafront boulevard, especially west of the Nu?ez de C?ceres overpass. As a preventive measure, authorities closed off the western stretch of the Malecon, from km 12 to km 10, to vehicular traffic.

The sea was churning up rocks, representing a risk to passing vehicles and pedestrians.
The Ministry of Public Works sent clean up brigades and members of its military commission to the area to ensure that onlookers kept a safe distance.

Construction projects for Las Terrenas

The Medina administration has announced new public works for Saman?’s main tourist town, Las Terrenas. The works were announced following a meeting between President Medina and local businesspeople on Sunday, 25 September 2016.

Meanwhile, Minister of Tourism Francisco Javier Garc?a announced that the government would be spending US$100 million on improving beaches in the area.

Other works include the garbage dump, while the current dump will become a landfill site.

The Minister also announced the construction of the Paseo Tur?stico Bonita route to connect Las Terrenas with Playa Bonita.

Three sewage treatment plants will also be built at a cost of RD$740 million.

The Minister of Public Works Gonzalo Castillo announced the construction of a hospital at a cost of RD$170 million. He also announced that all the roads in Las Terrenas would be paved and the sidewalks rebuilt.

Minister of Environment Francisco Dom?nguez Brito said a reforestation program would be carried out around the El Lim?n Waterfalls and other areas in Samana. He said the Ministry of Environment would help build the garbage dump and landfill site.

Administrative Minister of the Presidency Jos? Ram?n Peralta announced the construction of a police station. He said that Police chief Major General Nelson Peguero would visit Las Terrenas to discuss crime control measures. It was agreed that more police agents would be posted in Samana.

Attorney General Jean Alain Rodriguez announced the creation of a unit for fighting Sexual Crimes.

EdeNorte director Julio Cesar Correa said that the power distribution company would be working to improve street lighting and rehabilitate electricity distribution lines. He said he would meet with representatives of the private electricity companies on Monday, 3 October 2016.

During the meeting in Samana, President Danilo Medina was accompanied by Office for Supervisory Works of the Presidency (OISOE) director Francisco Pag?n and National Potable Water and Sewage Institute (INAPA) director Horacio Mazara. The director of the La Barquita project, Jose Miguel Gonz?lez Cuadra, Frank Jorge El?as and presidential assistants Carlos Pared P?rez and Robert de la Cruz were also present.

Policeman protests low wages
While legislators and high-ranking government officials enjoy multi-million peso wage packets and are constantly increasing their pay, social media and comments in the news show how the government persists in expecting honest police agents to accept low wages with no prospects for improvement in the near future.

Recently, a Police second lieutenant, Francisco Antonio Diaz Hernandez used social media to share a video where he describes his plight. He says he is in debt up to his eyeballs and doesn’t want to do what is not right. He adds that he doesn’t want to be a policeman any more.

In 2015, police corporal Daurin Mu?oz who was studying communications at the time also uploaded a video describing the financial difficulties he experienced as a policeman. He was subsequently fired.

Amphitheater to hold National Music Conservatory concerts
The city government of the National District announced that it has been agreed that the two last concerts to be organized by entertainment businessman C?sar Su?rez at the Nuryn Sanlley Amphitheater in the Parque Iberoam?rica on Av. Bol?var in Santo Domingo will be by Colombian singer-songwriter Santiago Cruz on 12 November 2016 and Spanish singer-songwriter Jos? Luis Perales on 10 February 2017.

Mayor David Collado announced that the amphitheater would be used for National Music Conservatory concerts and for children’s events, which will be promoted in November and December.

The agreement was reached between the La Esperilla neighborhood groups and the city government. The neighborhood groups have been complaining about the loud music from the popular concerts held there and the traffic jams caused by hundreds of vehicles parking in the area.

Last year, the Superior Administrative Court (TSA) ruled in favor of a motion presented by lawyer and resident Yolanda Mart?nez against the noise pollution caused by the concerts.


US donates speed boat for local patrols
Head of the Dominican Armada, Rear Admiral Miguel E. Pe?a Acosta has received a donation of a Boston Whaler speedboat “Shaula LI-158) from US Ambassador James Brewster. US Southern Command made the donation through the US Embassy international security cooperation unit.

The ceremony took place at the 27 de Febrero Naval Base on Friday, 30 September 2016.

The boat will be used in maritime patrols to fight organized crime, especially drug trafficking and illegal boat trips.

Bullet-making machines seized at Haina port
Customs intelligence officers, in coordination with the military forces, have seized two machines at East Haina dock to be used for the manufacture of bullets for firearms of all calibers. El Nacional reports that the machines can produce bullets for 16, 22, 38, 45, 50, 70 and 80 caliber weapons. No arrests have been reported.

El Nacional reported that the East Haina Port is under investigation and several illegal firearms shipments have been detected in recent days. The investigation to detect firearms contraband has been extended to ports in Santo Domingo, Boca Chica and Puerto Plata.

New Customs director Enrique Ram?rez Paniagua is leading the investigation to establish whether any government employees are involved in the cases of firearms, dollars or merchandise smuggling.

Sports media focuses on retiring David Ortiz
President Danilo Medina traveled to Boston to be present for David Ortiz’s last regular season game at the Fenway Park. With the backdrop of the Dominican flag, President Medina hugged Ortiz, both moved by the moment.

David Ortiz may be the baseball player to receive the most tributes from his competitors. In his last games against his rivals, the teams have been coming up with special gifts.

Ortiz is ending 20 seasons in Major League Baseball with a record of 541 homeruns, three MLB pennants and two MVP awards (2004 and 2013). He is batting for .318 with 38 homeruns and 127 runs batted in, plus 48 doubles, making his the best last season for a ball player.

Pascal Meccariello at Segunda Casa
An exhibition by multifaceted artist Pascal Meccariello opens at Segunda Casa on 6 October 2016. “Puentes Flotantes” (Floating Bridges) is an exhibition of 25 works.

Meccariello has won several awards. In 1994 he won the Unesco-Aschberg award for a residency at the EKWC in the Netherlands. He was a Fulbright Scholar in residence in Connecticut, US from 2012-2013 where he received the distinction of Professor Honoris causa at Naugatuck Valley Community College. He was then chosen to participate in the Davidoff Art Initiative with a Red Gate residency in Beijing, China in 2014.

In the Dominican Republic he has won the E. Leon Jimenes 2002 Art Contest Grand Prize and the 25th Visual Arts Biennial (2009) Grand Award. His exhibition on the Caribbean was chosen by Rhode Island’s RISD Museum.

He has taken part in many international collective exhibitions and his works are in permanent collections at the Centro Leon in Santiago, the Santo Domingo Museum of Modern Art, JP Morgan Chase in New York and EKWC in the Netherlands.

Segunda Casa is located on the first floor of Torre Empresarial AIRD, Avenida Sarasota #20 in Santo Domingo.


Maridalia Hernandez at Centro Le?n
One of the best Dominican vocalists of all times, Maridalia Hernandez will be singing at the Patio Caribe?o at the Centro Le?n on the evening of Saturday, 15 October 2016 as part of the Santiago cultural center’s 13th anniversary celebrations. She promises an evening of her best-loved hits.

Victor Manuelle at Sambil
Puerto Rican salsa singer Victor Manuelle is performing on 28 October at the Sambil Mall events hall in Santo Domingo. He will be joined onstage by Dominican salsa singer Yiyo Sarante and tropical mix band Urbanova. Tickets are RD$2,000 general admission, RD$4,000, RD$7,000 and RD$25,000 premium tickets.
