Transport Bill approved in first reading
The Chamber of Deputies has urgently approved the new Ground Transport, Transit and Road Safety bill in its first reading, with its modifications and left it on the table for the next session.

The proposed law, drafted by Deputy Tobias Crespo includes the creation of the National Institute of Transit and Ground Transport (INTRANT) as the main autonomous administration organization in charge of vehicle movement throughout the country.

IESC and CEI-RD to work together for more exports
The Center for Export and Investment of the Dominican Republic (CEI-RD) and the Executive Service Corps (IESC) have agreed to join forces to contribute to the growth and consolidation of SMEs with export potential, especially the pineapple, cacao, avocado, Asian vegetables, and greenhouse-vegetable value chains, as reported in Fresh Plaza.

The organizations want to develop their beneficiaries' business management skills in order to improve their positioning and access to international markets.

The organizations signed an interagency cooperation agreement to carry out joint work that will benefit the Dominican agricultural business in training areas, the promotion of products, and to increase sales in international markets, in order to become more competitive and gain access to more and better markets, especially under the DR-CAFTA Agreement.

The agreement was signed on 25 October 2016 at the CEI-RD offices in Santo Domingo by the heads of the institutions, Henry Molina, executive director of CEI-RD, and Brian Rudert, director of the Exporting Quality and Safety (ECI) program for IESC.

The agreement includes the development of a work plan in three main areas of focus: the promotion of an integration system of exportable production, aimed at preparing proposals for knowledge generation and support; promoting training initiatives aimed at improving competitiveness, productivity and profitability of enterprises; and promoting the participation of domestic enterprises in international events where they can exhibit and promote their products.

Peralta says Dominican government has no favorite
Administrative Minister of the Presidency Jos? Ram?n Peralta says that the Dominican government is not favoring any of the candidates in the US presidential election. He said that this decision is for the people of the US. Peralta was asked about a video that is being shared on social media in which Vice President Margarita Cede?o exhorts Dominicans in the US to vote for Democratic Party candidate Hillary Clinton and not for Republican Party candidate Donald Trump.*

Speaking on Tuesday, 1 November 2016, Peralta stated: ?We will respect the decision taken by the people of the US.?

The video has been criticized locally. In an editorial in Diario Libre, executive editor Adriano Miguel Tejada highlights that the Vice President should have made sure that her personal preference does not affect national interests.

?In an increasingly interdependent world and with increasingly powerful control tools, it is essential to restrain individual urges regardless of how plausible they may appear. It is not in our interest to open windows to the enemy.?

Meanwhile, Vice President Margarita Cede?o, who is the wife of three-time President Leonel Fern?ndez and a two-time First Lady, defended her stance saying she could not remain indifferent to Donald Trump?s statements against Latin Americans. Cede?o has aspired to be the presidential candidate for the ruling PLD party.

Sugar cane workers complain to Haiti
Dozens of sugar cane workers in the Dominican Republic have sent Haitian President Jocelerme Privert several boxes containing 4,608 copies of applications for documents, made by Haitian citizens to the Embassy of Haiti in Santo Domingo, as part of the qualification process for the National Foreigner Legalization Plan (PNRE) that was completed in July 2015.

Since January 2015, several thousand Haitian sugar cane workers paid RD$1,000 each to obtain a birth certificate, a passport and a National Identification Card (CIN). The documents were always promised but have never been delivered, despite a series of protests outside the Haitian diplomatic representations.

A spokesman for the sugar cane workers and coordinator of the Union of sugar cane workers in the sugar cane communities, Jesus N??ez says that the government of Haiti has misled them and has done nothing to help its nationals obtain their papers and live a better life in the Dominican Republic.

He added that copies of these applications have been sent again, in an attempt to push the Haitian government to take swift action on the issue, to improve conditions for members of the Haitian Diaspora. They complain that the government of Haiti had received over RD$4.6 million in payment for these documents, but has never sent anything or repaid the money.

Did the mayor of Boca Chica sell Isla de Los Pinos?
The Ministry of the Environment claims to have no knowledge of a plan by the local authorities in Boca Chica and a private company to develop a tourist, real estate and hotel project on the Isla de Los Pinos, off the coast of Boca Chica. The islet, with its beautiful vegetation, is home to several exotic species.

Ministry of Environment communications director Julia Ram?rez says that the Ministry has not received any information on Boca Chica Mayor Radhames Castro?s reported decision to hand over the island to Los Pinos Island Corporation, a company that belongs to a businessman of Middle Eastern origin, Mustafa Abu Naba?a.

According to reports, the company plans to build hotels, condominiums, residences, restaurants, a marina, and services infrastructure on the islet, with an area of around 135,000 square meters.

According to sources, Mayor Castro and Amauris V?squez, representing the company, signed a letter of intent on 19 September 2016.

Los Pinos is an artificial island that was formed in 1955 after dredging was carried out to extend and remodel the dock and the channel leading to Andr?s Port. The triangular islet is 780 meters long and 330 meters wide and is separated from the Andres Port by a channel that is 300 meters wide and around 10 meters deep.

Its flora and fauna includes exotic birds and Australian pine trees, hence its name.

Mustafa Abu Naba?a is a controversial businessman whose business activities have been under scrutiny in this country and abroad. He is the father of Karim Abu Naba?a who has also been involved in several scandals in the country.

No electricity in Santiago theater
The director of the Gran Teatro del Cibao, Brenda S?nchez, has confirmed that Edenorte has cut off the building?s electricity supply. She blamed the Ministry of Culture for non-payment of the electricity bill and expressed hope that the service would be restored soon.

According to reports, the theater owes around RD$2,500,000 in unpaid electricity bills up to October 2016.

S?nchez said that luckily no shows are planned inside the theater at the moment but they were holding a vehicle fair outside and have had to use a generator.*This is not the first time the theater?s electricity supply has been cut off.

Dominicans lead in US migration
Analysis by the United States Center for Immigration Studies (CIS) of newly released data from the Census Bureau's American Community Survey (ACS) shows that 1.5 million new immigrants (legal and illegal) are settling in the US each year.*

The newly released data shows that 1.5 million new immigrants entered the United States legally and illegally in 2014.

This is an increase of 17% over 2013. In the first six months of 2015 a total of 914,000 immigrants entered. Once full figures are available for 2015, another increase will be registered.

Most were legal immigrants, between 75% and 66% with Green Cards or as temporary visitors.
Since 2010 the biggest growth of immigrants to the United States has been from East Asia with 847,000, South Asia with 825,000, the Caribbean with 434,000, Sub Saharan Africa 390,000, the Middle East 362,000, and Central America 332,000. Only 31,000 immigrants came from Europe.

In terms of the nationalities, the largest increases in numbers of immigrants living in the United States since 2010 were from India (up 609,000), China (up 510,000), the Philippines (up 205,000), the Dominican Republic (up 184,000), El Salvador (up 138,000), Cuba (up 106,000), Nigeria (up 104,000), Guatemala (up 97,000), Haiti (up 88,000), Pakistan (up 80,000), Honduras (up 76,000), Bangladesh (up 75,000), Venezuela (up 71,000), Colombia (up 63,000), Vietnam (up 60,000), and Iraq (up 55,000).*

The analysis of the data also shows that the DR, at 21%, is one of the source countries with the largest percentage increases in immigrants living in the United States since 2010. Other major source countries are Saudi Arabia (up 115%), Bangladesh (up 49%), Nigeria (up 48%), Egypt and Iraq (each up 35%), India (up 34%), Ethiopia (up 32%), Pakistan (up 27%), Ghana (up 25%), Honduras (up 15%), Guatemala and the Philippines (each up 12%), and Iran (up 11%).

Major drugs haul at sea
Agents from the National Drug Control Agency (DNCD), with the support from the United States Drug Enforcement Agency (DEA), have confiscated 1,000 packages of cocaine or heroin off the coast of the southwestern province of Peravia.

The packages were inside a boat that was intercepted near the coast. It is believed to have come from South America.

Two men were arrested during the operation and the authorities are looking for other associates.

The drugs have been sent to the National Institute of Forensic Science to establish their type and weight.

Man accused of councilor?s murder sent to jail on remand
A Santo Domingo province judge has ordered three months in preventive custody as a coercive measure for the man accused of complicity in the murder of Santo Domingo East councilor Catalino Jos? S?nchez who was shot dead at his home in San Luis in September 2016.

The ruling against Rafael Lara of the PRM was made by Judge Dolores Galay. Lara said that he has been kept in jail to prevent him from taking up his post as councilor following the murder, accusing a ?very powerful sector? within his party. He also said that was the reason he has been accused of the murder and protested his innocence.

He said that he was celebrating one of his children?s birthdays with his brother on the day of the murder.

Lara is the brother of chief suspect Benny Lara Mart?nez, who is in prison following witness accounts that he pulled the trigger. He will be taken to La Victoria to carry out his coercive measures.

Rains affect San Crist?bal and Monse?or Nouel
The Emergency Operations? Center (COE) reports that 28 homes have been affected by the heavy rainfall in the provinces of San Crist?bal and Monse?or Nouel (Bonao), and that 17 provinces are now on green alert.

One house collapsed in the Mosc? neighborhood in San Crist?bal and another 18 were flooded. In the El Pueblecito sector of the municipal district of Cambita a house was flooded after the El Cementerio stream burst its banks and five houses were flooded in Los Molinas neighborhood.

In Calle al Medio neighborhood in Haina, one of the perimeter walls of the Activo 20-30 school collapsed.
In the Los Patos community in Monse?or Nouel provinces, three houses were flooded by rising waters from the Yuboa River and the community of La Ceibita is cut off.

The 17 provinces on alert are Santiago Rodr?guez, Montecristi, Dajab?n, Espaillat (Moca), Mar?a Trinidad S?nchez (Nagua), Monse?or Nouel (Bonao), S?nchez Ram?rez (Cotu?), La Altagracia (Higuey), San Pedro de Macor?s, Puerto Plata, Santiago, Hermanas Mirabal (Salcedo), Azua, San Cristobal, Monte Plata, La Vega and El Seibo.

Dominican Film Festival in Washington DC
From Wednesday, 2 November to Friday, 4 November 2016, three recent Dominican movies will be showing free in Washington D.C. The films will be screened at the Art Museum of the Americas (AMA), 201 18th Street, NW, Washington, DC 2006 at 6pm. The films are in Spanish with English subtitles.

?Flor de azucar? by Fernando B?ez, is the drama chosen to represent the DR at the 2017 Academy Awards. Plot: A young farmer is forced to flee after involuntarily killing an abusive guard. After an entire year in hiding on a remote island, he decides to return to his village and reunite with his wife and daughters.

?La familia Reyna? is a comedy-drama by Tito Rodr?guez. Plot: The rebellious eldest son of a prosperous family returns home, setting off a series of events that will help them forget old feuds.

?Los fabulosos ma?mejores,? a comedy by Carlos Manuel Plasencia. Plot: A ragtag Dominican kids' baseball team and their nutty coach must find a way to use their charm and skill to enter the first ever Dominican Little League Baseball Tournament.

Funglode Film Festival in January 2017
The 2017 Dominican Global Cinema Festival will take place from 25 January to 1 February 2017 at the Palacio de Cine Blue Mall in Santo Domingo. There will be separate screenings in the Palacios del Cine in Santiago, Hig?ey and San Francisco de Macor?s, and at the UASD state university campus in Nagua. The night of the stars event is scheduled for Cap Cana in the Punta Cana area.

The event, now in its 10th year, is organized by the Fundaci?n Global Democracia y Desarrollo, former President Leonel Fernandez?s think tank. At the event launch at the Fundaci?n Global on Thursday 27 October 2016, it was announced that the festival would focus on documentaries with special selections in fashion, gastronomy, opera, workshops and master classes.

The 2017 festival is dedicated to Italy and an Italian cinema retrospective is being coordinated with the Instituto Luce ? Cinecitt? and the Bologna Cinemateca to present classics by great directors like Vittorio da Sica, Roberto Rossellini, Luchino Visconti, Federico Fellini, Pier Paolo Pasolini and Michelangelo Antonioni.

There will be a special award during the documentary competition as part of the event.

Two Spanish films pre-selected for the Oscars, ?La Novia? by Paula Ortiz and ?El Olivo? by Iciar Bollain will be screened this year, as well as the Puerto Rican film, ?Antes que cante el gallo? and the documentary ?La glace et le ciel?, by Oscar winner Luc Jacquet, which was the closing film at this year?s Cannes Film Festival.

Former President Leonel Fernandez attended the launch, along with DGCine director Yvette Marichal, the president of the Dominican Association of Movie Industry Professionals (Adocine) Juan Basanta, and Manuel Corripio, representing the Palacio de Cine cinemas.*
