State of emergency: Santiago, Duarte and Saman?
President Danilo Medina has added Santiago, Duarte (San Francisco de Macor?s) and Saman? to the list of provinces under a state of emergency due to the flooding and other damage caused by the heavy rainfall.

The provinces already under a state of emergency are Puerto Plata, La Vega, Espaillat (Moca) and Maria Trinidad Sanchez (Nagua).

The state of emergency allows for fast-track procedures for repairing damage.

Public and private schools were ordered closed in the six worst affected provinces.

Dam floodgates to be opened
The Dams’ Operation Committee has begun to empty water from the Taveras Dam as a preventative measure due to rising water levels following the recent heavy rains.

Hydraulic Resources Institute (INDRHI) director Olgo Fern?ndez says that they will be releasing 50 cubic meters per second from the dam, increasing to 200 meters a second. The water in the dam is currently at 325 meters above sea level and its maximum is 327.

During an emergency press conference at the Emergency Operations Center (COE) on Monday, 14 November 2016 Fernandez said that the dam was at its maximum capacity and the measure was to prevent damage. COE director General Juan Manual Mendez said that there would be mandatory evacuations in the vulnerable areas of Santiago, and that the province was now on red alert. He said that Santiago Rodriguez had been moved to yellow alert along with other areas of the Cibao.

He warned people against crossing rivers or streams and said that the country has been on alert for almost a month now due to flooding.

Civil Defense volunteers were evacuating the 686 inmates from the Rafey Jail in Santiago. The 617 men were being transferred to boxing pavilion at the Barranquita sports center and the 69 women to the Casa Blanca jail, both in Santiago.

In addition, Civil Defense volunteers were evacuating the communities of Esperanza, Amina and Laguna Salada in the northwestern province of Valverde (Mao).

Five deaths due to flooding
At least five people have died, including two children as a result of flooding due to the constant rainfall of the past few days.

According to the governors of the provinces of Maria Trinidad Sanchez (Nagua), Santiago and Espaillat (Moca) in a meeting with President Danilo Medina, the deaths occurred as a direct result of the floods. President Medina called for extreme measures to prevent more deaths in these provinces.

Flooding continues to affect the north and Cibao
Thirteen people have been rescued by army and naval personnel in the community of Los Naranjos, Municipal District of Las Gordas in the northeastern province of Maria Trinidad S?nchez (Nagua).

The latest Emergency Operations Center (COE) report No. 18 issued on Monday, 14 November 2016, says that 131 communities are incommunicado, 4,089 houses have been affected, 47 destroyed, and 57 partially affected. Total number of people displaced is 20,135, with eight bridges and three roads affected. Five flooding-related deaths were reported.

There are now 15 provinces on alert, with Santiago increased to red alert. The others on red alert are Espaillat (Gaspar Hern?ndez and Jamao), Mar?a Trinidad Sanchez, Puerto Plata, Montecristi, and La Vega: on yellow alert are Duarte, Monse?or Nouel (Bonao), Valverde and Santiago Rodriguez; and on green alert are S?nchez Ram?rez, Dajab?n, Hato Mayor, Saman?, San Pedro de Macor?s, El Seibo and Hermanas Mirabal (Salcedo).

The COE reports that the following communities in Veragua in Espaillat (Moca) province are cut off: El Limonar, Las Bocas, Las Pinas, Las Cucharas, El Rincon and La Lomita due to the overflowing of the Veragua river and that 45 homes in Gaspar Hern?ndez are still affected with eight totally destroyed. In addition the Los Brazos river has flooded the bridge.

The flooding of the Sabana de Y?sica River has also cut off several communities and the rising waters of the Moca River have led to several houses being flooded.

In the province of Mar?a Trinidad S?nchez, in Las Gordas, the flooding of the Boba and Baqui rivers have cut off the communities of Tizon, Quebrada Amarilla, Los Memisos, El Guayabo, El Guayabito, Alemania, Los Cuervos and Mata Bonita. In Matancitas the communities of La Garza de Rincon, La Lometa, Los Rieles de Rincon, Ponton, Molenillo and San Rafael are all cut off due to the overflowing of the Gran Estero River.

In the municipality of El Factor, due to the overflowing of the El Helechal and El Papayo rivers the communities of Vuelta Larga, Cinta Negra, El Higuero, El Cabrera and La Do?a have been cut off.

In La Vega province the communities that have been cut off are Jamao, Barranca La Jareta, Licey and Las Yayas. Los Contreras, Los Puentes, Loma Colora and Juana Rodriguez in Duarte province are cut off due to the overflowing of the Yuna River.

In Puerto Plata province, Sosua has experienced flooding from the Bella Vista River and in Sabaneta de Yasica the Yasica River has flooded the communities of El Cementerio, Frank Boyan, Verdun, Islabon, Villa Islabon, El Semillero, Palo Amarillo.

According to the COE there is also damage in Imbert, Guananico, Luper?n, Montellano, and Puerto Plata, where dozens of houses are flooded and people were forced to leave. In Santiago, in El Arroyo de Gurabo, Villa Esperanza, El Hoyo de Bartola and in Villa Gonzalez there is damage as well.

Puerto Plata Senate office collecting donations
Puerto Plata Senator Jose Ignacio Paliza has set up three offices to collect donations for victims of the flooding in Puerto Plata.

The offices are: in Puerto Plata city (Av. Hermanas Mirabal No. 13, Tel 809 261-5900), in Santiago (Av. E. Le?n Jimenes, Tel. 809 669-8000), in Santo Domingo (Av. Dr. Jacinto Ma??n No. 17, Ens. Para?so, Tel 809 412-5333).


Indotel okays debt collection calls to workplaces
Indotel, now under new director Jos? del Castillo, is allowing creditors to get tougher with the people who owe them money. The Dominican Telecommunications Institute (Indotel) published Resolution No. 010-16 on Monday 14 November 2016, which allows companies to make collection calls to debtors’ work telephones by calling the employee directly. Previous resolution No. 114-08 had stated that collection calls could only be made to residential or personal telephone numbers, not to commercial or workplaces.

The resolution also authorizes the collection calls Monday to Saturday. The previous resolution on the matter, No. 114-08, had given debtors a break on Saturday and Sunday.

In the Resolution signed by director Jos? del Castillo, at the helm of Indotel since August 2016, collection call times have been extended to Monday to Friday from 7am to 8am and on Saturdays from 9am to 1pm. In the past there was a limit of 6am to 6pm.

In addition to Del Castillo, others signing the resolution are board members Nels?n Jos? Guill?n Bello, Katrina Naut and Roberto Despradel, as well as Nelson Torca representing the Ministry of Economy, Planning and Development.

The new collection regulations come into effect in three months time, in February 2017.

Submit assets declaration or you won’t be paid
Minister of the Presidency Gustavo Montalvo has announced that any government employees who do not present their legal declaration of their assets, as laid down by Law 311-14, by the end of this month will be excluded from the payroll.

He said that everyone working for the government had to be committed to transparency and good management and to obey the law.

Ombudsman SUV located in Haiti
The Police report that the white Toyota Landcruiser Prado stolen from ombudsman Zoila Martinez has been located in Cap-Haitien in northern Haiti. According to the Police, six suspects in the case are under arrest: 35-year old Marcos Alejandro Cabrera Ort?z (Marquito), 32-year old Euddy Adini Roa Garc?a, both supposedly serving 20-year jail sentences. The Police did not explain why the sentenced criminals were free.

Other arrests in connection with the case include a 33-year old Haitian, Michael Lindor, Domingo Cabrera D?az (El Ganso) and Edward “El Cac?n” and “El Flaco.”

The Police say that they are all members of an international crime ring that steals vehicles here and takes them to Haiti. As reported, the Haitian authorities located and have the Prado SUV. The Police say that further details will be released soon.

Orange income up
Altice has reported third quarter revenues of EUR174 million for the Orange Dominicana brand that is up 3% year on year. Adjusted EBITDA was up 7.7% year on year to EUR92 million and the capital expenditure was mainly on an expansion of the 3G and 4G networks and an increase in the fiber-optic network to 714,000 homes at the end of the quarter from 590,000 homes in Q3 2015, as reported in Telecompaper.

In the mobile segment, Orange’s customer base showed a slight increase up to 3.83 million from 3.81 million a year earlier, with 22% on a contract and 78% on prepay plan. Orange Dominicana reports having finished the quarter with total fixed broadband customers rising to 157,000 from 136,000 a year ago.

Drug haul in the east
The National Drug Control Agency (DNCD) has confiscated 198 packages of drugs, thought to be cocaine or heroin, off the coast of the eastern province of La Altagracia. Three people, Jose Arias, Ruben Iciano and Altagracia Martinez, have been arrested in connection with the incident.

DNCD spokesman Carlos Devers said that the investigations are still ongoing in coordination with the Dominican Armada (Navy) to establish whether any more people were involved.

Meanwhile the drugs will be sent to the National Institute of Forensic Science to confirm the type and weight.*

Homicides down
According to the Ministry of Interior and Police, 1,194 homicides were recorded in the country from January to September 2016, 6% lower than the same period last year, when there were 1,270 murders. The Ministry added that from June to September, 398 people were killed, most in attacks, domestic violence or by hit men.

In January 10 cases were reported to the press, of which eight remain unsolved. There were at least 15 in February, of which 12 happened in criminal acts. There were 47 cases of femicide up to June and another 44 women were killed although not in cases of domestic violence.

On average, 15 homicides are reported to the press every month although in actual fact the total is more than twice that figure.

Dominicans being sought by Interpol
Interpol says it is actively seeking 158 Dominicans across the whole world, including 22 women, for a range of crimes, including 56 for homicide.

A total of 21 are being sought for drug crimes and money laundering, 14 for robbery and armed robbery, and for forgery (six), kidnapping (five), rape (four) and three for non-payment of child support.

There is also one warrant each out for physical aggression, domestic violence, flight from prison and illegal arms possession. Twenty have unspecified charges.

The more than 400 people on the most wanted list include 11 Dominicans including 32-year old Bernardino Rodriguez Miranda, accused of homicide, Daniel Alberto German, 28, and Jose Manuel Recio Dotel accused of armed robbery.

The list also includes 35-year old Danny Mateo Moreno for kidnapping, and the only woman in the most wanted group, 70-year old Angela Irizarri Mendez, is accused of fraud. Junior Radhames Vargas Lopez is also being sought for fraud and Ambioris Nepomuceno Rodriguez, 36, for kidnap and murder.

Ronny Jose Catalino, 28 is being sought for armed robbery, Alberto R. Tejada, 28, for homicide, along with Felix Lora de Jesus, 30 and 37-year old Juan Ramirez Montilla, also for homicide.

Flat tire or scraped car: watch where you stop
The Police are reporting several cases allegedly involving Colombians and Venezuelans who are reportedly using the trick of causing slight damage to a vehicle to get the driver to stop in order to rob them. As reported in Diario Libre, the Police have arrested a 52-year old Colombian, Robinson Suarez Perdomo in Moca accused of belonging to a gang that stole RD$475,000 in cash from inside a vehicle after deflating its tire. At the time of arrest, the Police say he was in possession of US$350,000 in cash plus RD$3,520 and a small tube used to take air out of a tire.

The Police also reported the arrest of 53-year old Antonio Segundo Pena near Las Americas Airport, after a complaint submitted by a Dominican woman, Isabel Reyes Luna, who said she was a victim of armed robbery after leaving a bank branch on the Duarte Highway and stopping due to a flat tire. When she stopped, RD$1,038,000 million was stolen from her plus US$500 and her personal documents.

Diario Libre recalls that ombudsman Zoila Martinez was recently abducted and robbed after her assailants crashed into her vehicle and she stopped and was then abducted and her vehicle stolen.

Showman Jos? Lacay passes away
He was famous during his time, but had faded away from the limelight in recent years. Then on Monday, 14 November 2016, the press reported the death of 69-year old Jos? Lacay. According to online reports, he died of a heart attack while being taken to the Dr. Dar?o Contreras Public Hospital in a 911 Emergency ambulance. Diario Libre reports that he died of stomach complications. The causes of death are not clear and his body was sent for an autopsy.

Lacay represented the Dominican Republic in several international song festivals, reaching top places. In 1989 he was declared a Distinguished Citizen of Santo Domingo by the city government then under Dr. Rafael Suberv? Bonilla.

At the end of his career he was praised for his talent in musical reviews.

Beach Club restaurant at Seahorse Ranch burns to ground
The iconic Beach Club restaurant at Sea Horse Ranch in Sosua, in the north coast province of Puerto Plata burned to the ground on Saturday, 13 November 2016 after a massive fire engulfed the roof. As reported in Puerto Plata Digital online, the restaurant was operating as usual but the last two customers had left at around 3:30pm.

Firefighters arrived on the scene in time but were not able to connect the water hose. Only the cement part of the structure survived the blaze. The popular restaurant was operated by Anahid and Vatche Avakian, two Canadians from Montreal.

American Kenneth Woods to conduct National Symphony
The closing concert of the National Symphony Orchestra summer-fall season will be held on 16 November. The concert will be conducted by American Kenneth Woods, sponsored by the Ministry of Culture with the support of the Fundacion Sinfonia, is scheduled for 8:30pm at the main Carlos Piantini Hall at the National Theater in Santo Domingo. Tickets are for sale at the National Symphony Orchestra office at 809 687-0504 ext 2213 or at the National Theater box office at 809 687-3191.

Kenneth Woods is the artistic director and principal conductor of the English Symphony Orchestra. He will conduct a performance by Dominican soprano Paola Ines Gonzalez in the Concerto for Coloratura and Orchestra by Reinhold Gliere. The program also includes two works by Brahms: the Academic Festival Overture and the Symphony No. 4.

Save the turtles festival in Samana
The First Quelonios Festival, an awareness-raising event to save turtles, is scheduled for 19 November 2016 in El Valle beach in Samana starting at 11am, with musicians, artisans and environmental experts.

The Dominican Republic is second in environmental vulnerability in the Caribbean. During the event, there will be a roundtable discussion on the state of the seas and coastal wastes on the island of Hispaniola, with special mention of the Bay of Saman?. The situation of the turtles and their egg laying on the beaches, with a focus on the north shore, will also be discussed. Marine biologist Omar Reynoso, the Mexican-Scottish foundation Ninth Wave, and representatives of Eco Juventud Saman? and Foro Ambiental Saman?, in addition to Ministry of Environment staff will be taking part.

For entertainment, the musical selection ranges from world music and reggae to electronic and hiphop music, with DJs Les Tuts (OndaSonora), Grabolio, Selector Siete, Nyahbinhi, Bit Sound, Manu Fiveofour, DJ Stan, and performances by rap artists AcentOh and El Squad.

The festival is named after the chelonia marine turtle that frequents the Caribbean.

Other attractions include paddleboarding, slackline (tightrope walking), yoga and meditation. Lunch will be with the beach restaurants serving barbecued fresh fish in coconut sauce. There will also be food for vegetarians. Admission is free.
