Medina visits southwest, announces farm project
While heavy rains were affecting areas in the north of the country, President Danilo Medina went south to Azua and met with community members and local farmers. On Sunday, 20 November 2016 Medina visited Las Ca?itas, Padre las Casas where he launched the Sabana Yegua Dam High Basin Sustainable Development Project.
As part of the project, the government will develop 80,000 tareas (one tarea = 626 square meters) where commercial forestry, coffee, avocados, bell peppers and tomatoes will be planted in nurseries and beekeeping will be encouraged.

The government is planning a RD$928 million investment. The objective is to generate revenue of more than RD$1 billion a year, while creating 1,600 direct jobs and training 4,000 people to work in the project, which will also improve the environment.

The project involves taking 30,000 tareas for planting roya-resistant varieties of coffee, 5,000 tareas of avocados and building 45,000 square meters of nurseries for cultivating bell peppers and tomatoes for export. The project also includes 800 beehives for the production of honey, pollen and propolis. In addition, 58 km of roads will be repaved and the existing irrigation systems improved.

The impoverished inhabitants of Las Ca?itas, Padre las Casas and Azua will see improvements in their living conditions.

An estimated 79,045 people live in the high basin of the Sabana Yegua Dam, including 20,041 in Padre las Casas and 5,709 in Las Ca?itas and Las Lagunas.

The maintenance of the high basin of the dam affects the wellbeing of inhabitants of the provinces of Azua, Bahoruco, San Juan and Independencia, who use its channeled waters for farm production.

Also present at the announcement was Fundaci?n Sur Futuro president Melba Segura de Grull?n, IDB representative in the country Flora Montealegre and Persio Maldonado, president of the Dominican Society of Newspapers accompanied the President, along with Administrative Minister of the Presidency Jos? Ram?n Peralta and the ministers of Agriculture and Public Works, ?ngel Est?vez and Gonzalo Castillo.


Ministry of Hacienda says tax on manufacturing goes
The Ministry of Hacienda has confirmed that as of 2017 industries outside the free zones will have to make advance payments of 50% value-added tax, ITBIS, on raw materials, machinery and equipment for industries operating under the ProIndustria scheme.

According to the Ministry, the measure will not affect exporters or the production of tax-exempt goods because the ITBIS paid on the goods by the exporters, as well as that paid by manufacturers of tax-exempt goods, is reimbursable and the industries can apply for the exemption via the tax administration.

Manufacturers have been calling for the government to revoke the application of the advance tax payment on the grounds that it put local industries in disadvantage against importers.

More rains in flooded areas
The Emergency Operations Center (COE) reports that a frontal system has become stationary, mainly affecting the north of the island. Making matters worse, the front has teamed up with a trough bringing more heavy rains to already saturated areas. The bad news is that rains are expected to continue through Tuesday, 22 November 2016.

The deaths of two children were announced over the weekend. On Sunday, 20 November, Civil Defense brigades recovered the body of Angel David Rijo, a 12-year old boy who was swept away by the rising waters of the R?o Soco in San Pedro de Macor?s while swimming in the river. In La Vega, the Civil Defense recovered the body of an eight-year-old boy, Biannel Rafael, who lived in Las Yerbas, and who drowned in the rising waters of the Bacui River in Juan Rodr?guez. The Civil Defense is calling on parents to ensure that their children do not attempt to go near the strong river currents.*

In its 20 November 2016 bulletin, the COE reported that three provinces are on red alert, 10 provinces are on yellow alert and 11 are on green alert due to the new front. The COE has lifted the alerts for Greater Santo Domingo, Monte Plata, El?as Pi?a, Hermanas Mirabal (Salcedo), Dajab?n, Santiago Rodr?guez and Bahoruco provinces.

The 6pm 20 November 2016 bulletin reports that 8,348 homes have been flooded, 34 homes destroyed, 42,200 people have been forced to leave their homes to stay with friends and relatives, three roads are closed, 96 communities are cut off, 17 bridges have been affected and 1,434 people are in 19 shelters.

The Ministry of Education is reporting major damage to several schools.*

Damage reported over the weekend includes the Imbert Bridge, which forced the Ministry of Public Works to shut down the Navarrete-Puerto Plata road on Saturday, 19 November, and then from 5pm on Sunday, 20 November to 8am on Monday, 21 November as a preventive measure because traffic at this point could only be one lane and engineers are evaluating the safety of the road stretch.

Traffic to Puerto Plata was rerouted from the Navarrete-Puerto Plata road to more convenient roads -- Cruce de Guayacanes, Mamey, Mamey-La Isabela, La Isabela-El Estrecho and El Estrecho Puerto Plata. While the Navarrete-Puerto Plata road is closed, the route that should be used is Guananico-El Mamey, Villa Isabela-El Ranchero, El Estrecho, Vuelta Larga-Imbert.

According to the COE's 20 November 6pm bulletin, the areas under red alert are: Montecristi, Puerto Plata and Duarte (San Francisco de Macor?s, especially Bajo Yuna River areas).

Yellow alert: San Juan de la Maguana, Saman?, El Seibo, Hato Mayor, La Altagracia (Higuey), San Crist?bal, Espaillat (Moca), Mar?a Trinidad S?nchez (Nagua), Santiago and Valverde (Mao).

Green alert: La Vega, Monse?or Nouel (Bonao), San Jos? de Ocoa, Barahona, Pedernales, S?nchez Ram?rez (Cotu?), Peravia (Ban?), Independencia, Azua, La Romana and San Pedro de Macor?s.

Meanwhile, Centro Cuesta Nacional announced it is receiving donations for the victims of the flooding at the Supermercados Nacional stores on 27 de Febrero, Lope de Vega, Tiradentes, Arroyo Hondo, and Jumbo stores at Luper?n, Agora, Megacentro and Carretera Mella in Santo Domingo. Also in Santiago at Villa Olga, Estrella Sadhal? Supermercados Nacional and Jumbo at Colinas, La Vega and Moca. And in the East, the Punta Cana Supermercados Nacional, and Jumbo stores in La Romana, San Pedro and Higuey.*

NASA analyzes heavy rainfall in Dominican Republic
Rainfall this hurricane season has been 250% higher than average, according to weather statistics. Francisco Holguin of the national weather service, Onamet, says that on average the north coast usually receives 10-12 inches of rain in October and November, while this year the area was affected by 18-25 inches of rain during just 15 days. The continuing rains have made repairs difficult in the area.

The United States National Aeronautics and Space Administration (NASA) is concerned about the heavy rainfall that has fallen over the Dominican Republic recently, especially in mid-November.

As reported on 18 November 2016, NASA has been analyzing the heavy rainfall using satellite data. The slow-moving frontal systems and a tropical wave have caused heavy rainfall, leading to widespread flooding over the northern Dominican Republic.

NASA reported it has used its Integrated Multi-satellite Retrievals for GPM (IMERG) to estimate totals for rainfall that fell over the Dominican Republic from 8-15 November 2016. IMERG data indicates that rainfall totals of more than 230 mm (9 inches) fell over the northeastern Dominican Republic during this period.

Huff Post highlights Jeff Sessions? thumbs down to Dominicans
Over the weekend, the Huffington Post 19 November story that highlighted how US Senator Jeff Sessions (Republican-Alabama), a candidate for US Attorney General in the incoming Trump administration made the rounds of social media.

The newspaper unearthed a 2006 comment made by Sessions speaking in the Senate where he says that ?almost no one? from the Dominican Republic coming to the US had skills to benefit America. The remark was made during a debate on immigration reform during the Bush administration.

?Fundamentally, almost no one coming from the Dominican Republic to the United States is coming here because they have a provable skill that would benefit us and that would indicate their likely success in our society,? Sessions is on record as saying in 2006. ?They come in because some other family member of a qualified relation is here as a citizen or even a green card holder. That is how they get to come. They are creating a false document to show these are relatives or their spouses and they are married when it is not so.?

Sessions was elected to the US Senate in 1996, where he is known as one of the most hardline voices on immigration.

Huffington Post reports that the main obstacle, so far, to his nomination has been his past statements on the KKK and his positions on the civil rights movement. But it also points out that his 2006 statement on Dominicans could open up a new vulnerability, in part because it is far more recent - coming almost two decades after the judiciary committee rejected his judgeship nomination.

The Huffington Post also quotes newly elected Dominican-American legislator, Adriano Espaillat:
?Mr. Sessions would benefit from a tutorial about what Dominican Americans contribute to the United States. He should start by looking at the achievements of our community in New York and in cities all across the country,? said New York state Senator Adriano Espaillat (D), who will become Congress? first Dominican-American member when he joins the House this coming year. ?If Mr. Sessions? appointment is any indication of the direction of President-elect Trump?s administration, then every American - regardless of their race, ethnicity, religion, or ethnic background - should take a stand and say that this appointment does not reflect the values that have made America great.? Espaillat will be sworn in on 3 January 2017.*

Freight truck also crosses over cycle lane
The Metropolitan Transport Authority has announced the arrest of a truck driver caught on video on Thursday, 18 November 2016, when crossing over the Av. Winston Churchill cycle lane in Santo Domingo. He faces a fine of around RD$1,600 for the traffic violation.

However, what is more alarming is that the same individual, Ronal Liriano had been accused of causing the death of 18 people returning from a religious ceremony on the Saman? highway on 9 July 2016, according to Amet spokesman Diego Pesqueira. Liriano was driving a freight truck that crashed into a bus when he crossed into the opposite lane killing the 18 people.

Police accuses delivery driver of elevator mugging
The Police have accused delivery driver Ram?n Mart?nez of stealing a woman?s handbag containing her mobile phone and other items at knifepoint. The victim was Nerfis Mercedes Tejada who entered the elevator in her apartment building on Santo Domingo?s Av. Anacaona followed by a young man who was later identified thanks to surveillance camera footage. When the victim filed a Police report, investigators tracked him to the Mini Market Urbanito shop on Av. R?mulo Betancourt.*

When the Police showed up at the shop, they found the stolen items stored in the red basket he used for his deliveries. The store said that Mart?nez, who lives in La Toma, San Crist?bal was not making a delivery at the time of the robbery.

The 54-second surveillance video filmed inside the elevator showed Mart?nez leaving the elevator and then re-entering after his victim. Once the door closed, he produced his knife and committed the robbery. He then escaped on his black motorcycle with the red basket for the deliveries.

The Police said that he admitted the robbery after his arrest. They traced the robber using calls left on the victim?s cell phone.

For several days now, Dominican shoppers have already benefited from pre-Black Friday sales. Now in the week leading up to the famous shopping day on Friday, 25 November 2016, major stores are prepping consumers to start shopping early for the deals.

Meanwhile, ProConsumidor, the government consumer agency, is advising consumers to be on the alert and check pre-Black Friday prices to be sure they really are getting a special deal. Stores are advising consumers to find out where the item they want is located, so as not to waste time in the stores, which are expected to be packed to capacity.


Blood Fest at La Espiral Bar in the Colonial City
A benefit to raise funds to sponsor production of short horror films, La Espiral in Santo Domingo?s Colonial City is organizing a first Blood Fest on Saturday, 26 November 2016 from 8pm. There will be live performances by Dominican heavy metal groups Marfedelom, Mandarria and Kaostrophobia. Hosting and animation by writers Isis Aquino and Alex?i Teller?as. The show starts at 8pm. Tickets at the door are RD$250.


Christmas at the Presidency and the malls
It cannot be denied that Dominicans love Christmas. As early as October, businesses and households start decorating. The Presidential Palace has already completed its decorations, with a giant tree and showing off outdoor and inside lights, with which the Presidency proudly announces it is in Christmas spirit mode.*
