911 starts in Haina and San Crist?bal
Minister of the Presidency Gustavo Montalvo has announced that the 911 emergency system is being extended to Haina and San Crist?bal as of Monday, 5 December 2016. This means that 415,000 more people will benefit from the 24-hour 911 system coverage. Montalvo encouraged citizens to make correct use of the system, whose implementation has been affected by hoax callers.


Ministry of Environment expedites paperwork
The Ministry of Environment announced that it has cut to less than a week from months the time needed to complete paperwork for their issuing of environmental permits for construction, rehabilitation and expansion of offices and residential and educational projects. Resolution 15-2016 establishes an express route for these projects. Nevertheless, the fast tracking will not benefit industrial projects still subject to lengthy approval procedures.

Rajendra Pachauri of POP Movement visits
Rajendra Pachauri of the Protect our Planet (POP) Movement that received the 2007 Nobel Peace Prize was in Santo Domingo where he met with President Danilo Medina seeking support for the movement’s climate change, pro biodiversity and environment efforts. The announcement was made by the National Council for Climate Change and Mechanism for Clean Development (CNCCMDL). CNCCMDL director, Ernesto Reyna also met with Pachauri.

76-year old Rajendra Kumar Pachauri was the chairman of the United Nations’ Intergovernmental Panel on Climate Change (IPCC). He held the post from 2002 until his resignation in 2015, during which time the organization was awarded the Nobel Peace Prize.

The POP movement aims to empower youth to have an active participation in addressing issues of climate change faced by our planet. The movement targets to connect youth to each other to have “an action-oriented” dialogue on how to protect the planet from the impacts of climate change.

Turtles in Bayahibe
The Ministry of Environment’s Coastal and Marine deputy ministry has announced the release of 115 hawksbill sea turtles (carey) on Bayahibe Beach. The nesting area had been protected to preserve the marine species. The incubation period of the turtles is approximately 42-52 days from July to October.

The Ministry of Environment reports that nests were also protected in the beaches of Minitas in Casa de Campo, Catalina and Saona islands and Macao in the east, Guibia in Santo Domingo and the Jaragua National Park in Pedernales.

‪La Vega to promote swimming‬
‪Minister of Sports Danilo D?az was in La Vega on Saturday, 3 December 2016 for the inauguration of a 25-meter, eight-lane swimming pool at the city’s Colegio Agustiniano, a Roman Catholic Church school in operation for around 60 years. D?az said that other towns should be encouraged to emulate the La Vega community’s example.

Senator Euclides Sanchez, mayor Kelvin Cruz, and the swimming federation president Radham?s Tav?rez attended the event along with other guests.

The new swimming pool will be run by a private foundation headed by former elite swimmers Eric and Cristian Despradel, who spearheaded the construction of the facility.

For the inaugural event, the foundation chose four of the best women and men swimmers of the Dominican Republic swimming history and named the eight lanes in their honor. They are: Mercy Aybar, Deyanira Pl?cido, Shaderska P?rez, Julia *******, Eric Despradel, Tom?s Bison?, Jacinto Ayala, and Manolo Cabrera.

The La Vega team, Las Pira?as de La Vega, will host the first masters swimming meet of the year in February 2017.‬


Medina daughter weds Argentinean
President Danilo Medina and First Lady C?ndida Montilla’s second daughter Vanessa married her Argentinean boyfriend Martin Gonzalez Garrahan at the Santo Domingo Cathedral in the Colonial City on Saturday, 3 December 2016. The couple met when Vanessa was studying environmental law at the Universidad de Palermo in Argentina in 2013, as reported.

Pre-nuptial photographs were taken at the Casas del Siglo VXI, a boutique hotel in the Colonial City. The reception for around 800 guests was held at the Santo Domingo Country Club. The bride’s dress was by Dominican designer Luis Dom?nguez.

Hoy reports that what is known of Gonzalez is that he is a mathematics and physics specialist and works as an analyst at an international firm in Santo Domingo.

Berlinesa Franco to head early childhood program
President Danilo Medina has appointed the widow of the former Mayor of Santo Domingo East, the late Juan de los Santos, Berlinesa Franco as the new director of the Instituto Nacional para la Primera Infancia (Inaipi), replacing Alexandra Santelises. Santelises was appointed director of the Ministry of Education’s early childhood division. Franco is not known to have held any previous position in the education sector. The announcement is controversial because Inaipi is a key early childhood program and Franco is not known to have experience in the educational sector.

In another decree, Trajano Santana, president of the Partido Revolucionario Independiente (PRI), a PLD ally in the past election, was appointed as director of the National Copyright Office (ONDA), replacing Marino Feliz. Feliz was designated as Executive Branch advisor on copyright matters.

President Medina also appointed three officials to the board of directors of the Public Electricity Corporation (CDEEE); engineer Juan Tejada, Emigdio Sosa and Pedro Antonio Rivera.

Medical equipment suppliers meet with OISOE
The director of the Office of Supervisory Engineers of Public Works (OISOE), Francisco Pag?n recently met with representatives of the medical equipment suppliers who had denounced an alleged procurement violation by the OISOE. In a press release OISOE says that the complaint will be followed up with talks with the National Health Service (SNS) that chose the supplier and with the Government Procurement Agency (Compras y Contrataciones) to resolve the issue.

The OISOE reported that a spokesman for the companies that had complained thanked Pag?n for his explanations and the suspension of the purchase until an investigation is completed by the procurement agency. The purchases were made for the government primary health care diagnostics centers.

Government buys another plane to combat drug trafficking
The Dominican government has purchased an Italian-manufactured Tecnam P2006T, with a reported price tag exceeding US$975,000 to fight drug trafficking arriving by sea, Diario Libre reports. The two-engine aircraft with a capacity for four people will be assigned to the National Drug Control Agency (DNCD), while the Dominican Air Force will be responsible for its maintenance.

On the company website, the light twin is described as ideal for personal transportation. On the website, the aircraft is not sold as a craft to be used for combatting drug trafficking operations. The aircraft has a maximum range of 742 nautical miles and max speed of 287 km/h.

MetroRD reports that according to a report on Acento, the unit price for the four-seater is US$443,900.
The purchase of the Italian aircraft comes after the controversial purchase by the previous Leonel Fern?ndez administration of eight Brazilian Super Tucano aircraft also to be used for combatting drug trafficking. A recent US Department of Justice probe has confirmed that US$3.5 million was paid to encourage the purchase of the Brazilian-made aircraft. These aircraft were contested at the time for alleged overpricing.

Could Punta Catalina be converted to natural gas?
International and national experts will be discussing the possibility of converting the Punta Catalina power generation complex under construction by the Medina administration in Peravia (Ban?) to natural gas. The event, which takes place on Wednesday, 7 December 2016, is being organized by the Environment Protection Lawyers Institute (Insaproma) and the National Climate Change Committee (CNLCC). CNLCC will be presenting findings by US scientist Mark Chernaik, who will discuss the technical and economic feasibility of switching from coal to natural gas.

The event is open to the general public from 5 to 6:30pm at Hall B of the 4th floor of the Pedro Mir Library at the UASD University in Santo Domingo.

Chernaik will present the findings of a study on the conversion that he carried out under the Environmental Law Alliance Worldwide in February 2016 to assist Dominican Superior Administrative Court (TSA) judges in the complaint placed by the CNLCC and citizen organizations in Peravia challenging the construction of the coal-fired power plant and requesting its conversion to natural gas.

Chernaik is a graduate in biochemistry from the University of Massachusetts at Amherst and holds a Ph.D. in biochemistry from Johns Hopkins University. He is also a graduate of University of Oregon School of Law and has worked on litigation challenging pollution around the world. His work has taken him to Asia, Latin America, Eastern Europe, and the Middle East.

More cars to the streets
Following the earlier “success” of the governmental BanReservas in its own vehicle-financing fair in October 2016, the second largest bank in the country, the Banco Popular held its Autoferia Popular and announced that RD$4.3 billion worth of financing deals were closed for around 4,000 vehicles. In October, the BanReservas financed RD$6.3 billion in vehicles, around 5,200 vehicles.

The Banco Popular car-financing event took place 1-4 December 2016 with 30 dealers nationwide participating and offering fixed rates of 8.5% for six months financing, 9.5% for 1 year financing, 11.50% for three years and 13.50% for five years.

This financing contrasts with financing the same banks offer for manufacturing that is closer to an 18% annual rate.

Amelia Vega’s baby girl
The Dominican Republic’s former Miss Universe Amelia Vega and her husband Boston Celtics basketball star Al Horford have posted the first photographs of their baby daughter, Alia Horford Vega who was born on 27 November 2017.

The couple married in December 2011 and also has a son, Ean, who will be two years old in February. Vega has been a full-time mom since moving to Boston when Horford moved from the Atlanta Braves to the Boston Celtics.

Bison? takes charge of the PRSC
The Social Christian Reformist Party (PRSC) Executive Commission has approved the suspension of its president, Federico Ant?n Balle and is replacing him with deputy Victor (Ito) Bison? as acting president until a national assembly is held. The assembly is due to meet on 19 February 2017.*

Bison? chaired an extraordinary meeting where 280 members of a roll call of 601 (sufficient to meet the 33% requirement) approved the action on the grounds that Ant?n Batlle had committed serious errors, including not presenting presidential and vice presidential candidates in the past two elections.

Also heading the meeting were Leonardo Matos Berrido, Luis Jos? Gonz?lez S?nchez, Jos? Hazim Frappier, Jos? Enrique Sued, Rosy Pereyra, Consuelo Despradel and Hernani Aquino, as reported in Diario Libre.

Ant?n Batlle’s opponents say he has led the party for the past 23 years. They say they are moving to prepare the party for the 2020 general elections.

Bison? said that the decision to suspend Ant?n Batlle, who is recovering from a spleen surgery, does not represent a split in the party. They say they acting following party rules.

Plastic surgeon dies in Constanza plane crash
A one-engine private plane with three persons on board crash-landed in Constanza around noon on Sunday, 4 December 2016. What is known is that plastic surgeon Hector Herrand was piloting the airplane and upon crash landing was trapped inside and not reached in time by rescue teams. He had recently been certified to fly using instruments. Flight instructor, pilot Albert Lara and his girlfriend survived.

The Dominican Civil Aviation Institute (IDAC) confirmed that the HI-807, a Cessna 172, crashed-landed 12 nautical miles south of the Constanza domestic airport in the mountain valley. The airplane had taken off from La Isabela International Airport in northern Santo Domingo at 11:14am on Sunday, 4 December 2016 and was en route to the Constanza airfield.

Poor visibility and weather conditions are being mentioned as factors that caused the airplane to crash-land in a forest area.

As of Sunday afternoon, the media was reporting that while contact had been made with the survivors, rescue teams had not yet reached the crash site.

Herrand worked at the Centro de Cirug?a Pl?stica y Especialidades (CECIP) in Gascue, Santo Domingo.

Doll House nightclub shut down
The Attorney General Office reports that Rafael Elias Alcantara, who owns the Doll House nightclub on Santo Domingo’s Malec?n seafront avenue, was arrested on Thursday, 1 December 2016. Several Colombian, Venezuelan and Ukranian women who were allegedly being forced into prostitution were rescued during the raid.

Law enforcement officers closed off the Malecon between Alma Mater and Maximo Gomez avenues while the raid on the nightclub took place. Assistant prosecutor Germ?n Miranda Villalona said that several women were rescued and taken to a women’s shelter.

The raid began on Thursday evening and ended at 4am on Friday, 2 December. In addition to Alcantara, Laura Damisela Batista and Santo Rodr?guez Santos are being accused of belonging to a network that traffics in women and of money laundering.

Attorney General Jean-Alain Rodriguez said that the Colombian authorities had simultaneously arrested other members of the same international network.

The law enforcement action follows several other raids on nightclubs, including Casa Blanca and Pasion in Santiago that were closed down in similar raids this year.
